About this file
This is a product specifications document for sorbent pads issued by the State of Maine's Department of Environmental Protection (DEP) in response to a purchase request. The pads must meet precise heavyweight specifications: approximately 12 ounces, sized 17" x 20" with 3/8" thickness in white color. The pads shall be composed of 1-ply, nonwoven meltblown polypropylene with mechanical entanglement bonding and no coverstock, designed to be hydrophobic and oleophilic. Bidders must submit test data using ASTM F726-99 standards (Tests 9.2.1, 9.3.1, 9.4.1, 10.2, and 10.3) at their own expense. The pads shall achieve a minimum absorbent capacity of 15 times their weight in medium viscosity oil and absorb less than 1.0 times their weight in water, with reference to similar products such as Sorbent Products Company model ENV100 Pads. Delivery requirements specify shipment to three DEP Response Warehouses located in Portland, Augusta, and Bangor, Maine, with 24-hour advance phone notice required.
Pads shall be packaged in bales of 100 units weighing 18-22 pounds per bale, with approximately 36 bales per pallet shipped securely palletized. Prior to contract award, the Department may request one sample bale for additional testing including cost per gallon absorbed, oil absorption capability after 24-hour water immersion, ratio of oil to water in collection, and oil retention ability once saturated using #2 fuel oil or diesel. Bidders should anticipate that the State of Maine may seek maximum performance beyond the stated minimum specifications and that all costs associated with required test data submission should be reflected in the bid pricing.

Any cost associated in getting these test results are at the expense of the bidder and should reflect in the cost of the pads. Absorbent Capacity of the pads for medium viscosity oil shall be minimum of 15x on a weight basis based on ASTM F726-99. Absorbtion of water shall be less than 1.0x on a weight basis based on ASTM F726-99.
These are minimum performance figures and nothing in these specifications prevents the State of Maine from looking for maximum performance. The pads shall be free of excessive linting, dry or oil saturated. Pads will be similar to sorbent products company model ENV100 Pads.* Pads will be packaged in bales of 100 pads that weigh 18-22 pounds.
