About this opportunity

The County of Los Angeles, Internal Services Department, is issuing a Request for Statement of Qualifications (RFSQ) seeking qualified vendors to establish Master Agreements for comprehensive records management services to be provided to County departments throughout Los Angeles County on an as-needed basis. The procurement encompasses three primary service categories: Physical Record Storage, which includes secure off-site storage with barcoding, indexing, inventory tracking, chain-of-custody documentation, retrieval, pickup, and delivery services; Vault Storage - Special, which requires specialized climate-controlled transportation and storage facilities with precise environmental controls (transportation temperatures between 65°F and 75°F, storage temperatures below 70°F with relative humidity between 20% and 30% and maximum fluctuations not exceeding 5% within 24-hour periods); and Document Scanning, which provides high-volume conversion of physical records into digital formats with optical character recognition capabilities. All services must include necessary labor, storage facilities, utilities, equipment, vehicles, transportation, supplies, software, inventory cataloging and tracking systems, and forms to maintain confidential document storage with complete accountability. Vendors may qualify in one or more service categories based on their capabilities. The Request for Statement of Qualifications was posted on March 30, 2026, with a submission deadline of April 6, 2026, though this deadline date appears to contain a typographical error in the provided information.

The solicitation documents reference required forms contained in Appendix B that vendors must submit, including Certified Business Enterprise (CBE) submission forms, vendor information certifications, statement of qualifications documentation, insurance and bonding requirements, and legally mandated disclosures. Vendors must carefully complete all required forms in their entirety, as incomplete submissions may result in disqualification. The available solicitation materials do not specify pricing terms, set-aside provisions for disadvantaged enterprises, incumbent contractor information, specific contract award values or budget ranges, detailed bonding requirements, insurance specifications, or renewal option terms. Additional information regarding vendor qualifications, detailed technical specifications for storage facilities and scanning services, site visit requirements, and bidders' conference details would be contained in the complete solicitation package and should be reviewed in conjunction with the exhibits and required forms documents.
