About this opportunity
South Summit School District (SSSD) in Utah is issuing a Request for Statement of Qualifications (RFSOQ) to establish a pre-qualified list of architectural firms to provide comprehensive architectural and related engineering services for District projects over a 36-month period from April 1, 2026 through March 31, 2029. The District anticipates prequalifying up to three architectural firms, though reserves the right to prequalify more or fewer firms based on submitted qualifications and District needs. Services required include architectural design and planning, civil engineering, landscape design, structural engineering, mechanical/plumbing/fire protection design, and electrical/audiovisual/acoustical design, with additional consultants to be evaluated on a project-by-project basis. SSSD serves southeast Summit County, including Kamas, Francis, Oakley, and surrounding communities, operating five schools with approximately 1,600 students; projects are anticipated to range from minor renovations to major capital construction. The District places high priority on proactive value engineering, accurate cost estimating, and effective cost control throughout all design and construction phases, requiring firms to demonstrate the ability to design within established budgets while identifying innovative and practical solutions to maximize project value. Firms must be licensed to conduct business in the State of Utah. Evaluation criteria include responsiveness and completeness (10 points), firm history/experience/capabilities (25 points), employee experience and qualifications (25 points), relevant project experience (20 points), references (10 points), and project and cost management including value engineering (10 points), for a maximum score of 100 points. Statements of Qualifications must be received by March 4, 2026 at 4:00 PM via email to wblazzard@ssummit.org, with written questions due by February 25, 2026 at 3:00 PM.
Applicants must provide five client references, including at least two public K-12 projects completed within the past year, detailed resumes of key personnel, firm experience documentation focusing on Utah public K-12 projects, evidence of cost control success and schedule performance, value engineering examples, and disclosure of any litigation. All responding vendors must certify compliance with solicitation provisions, including anti-boycott certifications per Utah Code Annotated 63G-27, restrictions on forced labor and restricted foreign entities per UCA 63G-6a-121, and applicable background check requirements. Vendors submitting confidential information must comply with Utah Code 63G-2-305 and 63G-2-309 by providing both redacted and non-redacted versions of their proposals using the provided Business Confidentiality Claim form. No specific set-asides for disadvantaged enterprises or restrictions on organizational types are identified in the solicitation documents. Fees will be negotiated for each project in accordance with Utah Procurement Code 63G-6a-1505; no specific budget range or award values are provided. The highest-ranked vendor will be selected for direct negotiation of compensation determined to be fair and reasonable, with the option to proceed with the next-highest-ranked vendor if negotiations fail.
