About this file
This is a GRAMA Business Confidentiality Claim form from the Utah State Archives, Office of the Government Records Ombudsman, issued in connection with South Summit School District's Request for Statement of Qualifications for Architectural Services. The form is a template designed for claimants to assert confidentiality protections for trade secrets and commercial financial information submitted in response to government solicitations. Architectural firms responding to South Summit School District's solicitation for pre-qualified architectural services must submit their Statements of Qualifications by March 4, 2026 at 4:00 pm via email to wblazzard@ssummit.org. The District anticipates prequalifying up to three architectural firms to provide architectural and related engineering services under a thirty-six-month pre-qualification period from April 1, 2026 through March 31, 2029. The District prioritizes proactive value engineering, accurate cost estimating, and effective cost control, requiring firms to demonstrate the ability to design within established budgets while identifying innovative solutions to maximize project value.
Any firm submitting confidential information must comply with Utah Code 63G-2-305 and 63G-2-309 by providing both redacted and non-redacted versions of their proposal. The form requires claimants to identify specific pages, paragraphs, and sections requiring confidentiality protection and provide concise statements of reasons supporting the claim, such as protection of trade secrets or commercial financial information that could result in unfair competitive injury if disclosed. The Division of Purchasing will not redact proposals on behalf of claimants who fail to submit a redacted copy. It is important to note that submitting a confidentiality claim does not guarantee that information will be protected if the government receives a records request; all claims are subject to review under Utah's Government Records Access and Management Act.

Business Request for GRAMA Business Confidentiality Claim
Note: Utah Code § 63G-2-305(1) states that trade secrets can be protected if the person submitting the trade secret provides the governmental entity with a confidentiality claim. Likewise, Utah Code § 63G-2-305(2) states that commercial financial information can be protected if disclosure could reasonably be expected to result in unfair competitive injury to the person submitting the information, and that person has provided a confidentiality claim. Confidentiality claims are described in Utah Code § 63G-2-309. A claim must include a concise statement of reasons supporting the claim and must be submitted with the information requested to be protected. A claimant MUST submit a redacted and non-redacted version of their proposal. The entire proposal may NOT be redacted. The Division of Purchasing will not redact a proposal on behalf of a claimant if they fail to upload a redacted copy of their proposal.
