The scope encompasses mobile traffic control services during sign and retaining wall inspections scheduled October 2026 through January 2027 across multiple counties including Centre, Lackawanna, Luzerne, Berks, Carbon, Northampton, Bucks, Chester, Delaware, Montgomery, Cumberland, Dauphin, Lancaster, and Franklin. Traffic control devices must be erected within 15 minutes of inspection start times. Inspections occur during work weeks while avoiding Fridays on high-volume roadways. The contractor must hold specialty equipment operator certificates and DOT federal certificates, maintain comprehensive insurance including $1,000,000 employer's liability, $1,000,000 per-occurrence comprehensive general liability with $1,000,000 general aggregate, and $1,000,000 combined single-limit automobile coverage, with WSP and PennDOT named as additional insureds. All crew members work eight hours per day plus lunch unless directed otherwise. Failure to comply with PennDOT Publication 213 results in immediate termination.

Bidders submit cost-per-day pricing for each bid item, with pricing including mobilization, demobilization, and all applicable taxes. Reimbursement occurs within 30 days of invoice following PennDOT payment. WSP reserves the right to adjust inspection days and reject bids exceeding budgeted project costs or failing to meet requirements.
