About this opportunity
The Massachusetts Department of Mental Health (DMH) is seeking to establish a pool of general reference laboratory service providers (GRLSP) from which the five Areas of the Department can purchase clinical referenced laboratory testing services on an as-needed basis. DMH is looking to award multiple contracts through this Request for Response (RFR) process, with an initial contract duration of 5 years and 5 one-year renewal options. Responses are due by June 18, 2018, and the first round of awards are estimated for July 1, 2018, with additional awards within 90 days of receipt of subsequent responses. Bidders must meet strict qualifications, including being qualified and certified under the Clinical Laboratory Improvement Act, licensed as a Massachusetts Clinical Laboratory, accredited by the College of Pathologists, approved by the Substance Abuse and Mental Health Services Administration, and certified to participate in the Medicare program. Bidders must also demonstrate at least 3 years of experience providing a wide range of laboratory testing services.
The RFR includes requirements for pricing for laboratory tests, routine and STAT phlebotomy services, and invoicing. Bidders are encouraged to participate in the Commonwealth's Prompt Payment Discount initiative. DMH makes no guarantee of any minimum purchase quantities, but the awarded Master Agreement will be the primary procurement method used by DMH for these services, which will also be available for use by other designated eligible entities. The RFR does not specify any set-aside designations or restrictions, and does not list any incumbent vendors or current contractors. The RFR also does not provide any information on the possible award values or budget ranges.
