About this opportunity
The City of Talent, Oregon is issuing a Request for Quote (RFQ) for roof, gutter, and downspout replacement services on the Historic Town Hall located at 206 East Main Street, Talent, Oregon 97540, a single-story wood-framed building constructed in 1899 and listed on the National Register of Historic Places. The project scope encompasses re-roofing approximately 4,870 square feet of roof surface area (1,570 square feet flat roof and approximately 3,300 square feet hip roof), pre-construction roof assessment, full tear-off of existing roofing to sound decking, substrate repairs with unit pricing for sheathing and framing repairs, installation of a Class A fire-resistant roof assembly using architectural asphalt shingles with appropriate underlayment and flashing, replacement of damaged fascia and trim, removal and installation of new half-round gutters and downspouts matching existing historical materials, and comprehensive closeout documentation with a minimum two-year labor warranty plus manufacturer's warranty. Respondents must comply with Oregon prevailing wage rates if the quote exceeds $50,000 (the estimated project cost is under $50,000), maintain current Oregon Contractors and Builders (CCB) licensing and applicable trade licenses, obtain all required permits and associated fees, and carry general liability insurance of $2 million aggregate/$1 million occurrence, auto insurance of $1 million, and statutory workers' compensation with the City named as additional insured. Critical deadlines include a mandatory site visit on March 16, 2026 at 2 p.m. PDT, questions due by March 19, 2026 at 2 p.m. PDT, and quotes due by March 23, 2026 at 2 p.m. PDT, with anticipated council award on April 1, 2026, substantial completion targeted for May 15, 2026, and final completion by May 22, 2026. Award will be made on a best-value basis to the lowest bid from a responsible and responsive contractor at the City's sole discretion, with no protest process available for this Intermediate Procurement under Oregon Revised Statutes 279C.412 to 279C.414.
No set-aside designations or restrictions limiting responses to specific business categories, disadvantaged enterprises, or minority-owned businesses are identified in the procurement documents. No incumbent vendors or current contractors are listed, and no existing infrastructure or technology integration requirements are specified. Addendum No. 1, issued March 10, 2026, permits contractors to submit quotes for one or both portions of work separately; if performed separately, the gutter and downspout portion must be completed with notice to proceed given to the roofing contractor by May 1, 2026. The overall project budget is estimated to be under $50,000, establishing the procurement value range, though respondents must acknowledge receipt of all addendums on the bid form to remain eligible for consideration. All submissions become public record subject to Oregon Public Records Act disclosure, with limited exceptions for trade secrets meeting statutory requirements, and the City reserves the right to reject any or all quotes, waive informalities, and cancel the invitation.
