About this opportunity
The California Department of Resources Recycling and Recovery (CalRecycle) has issued a Request for Quote (RFQ D25213) for the production of 160,000 Waste Tire Manifest Comprehensive Trip Log (CTL) forms designed to support the Waste Tire Manifest System (WTMS), a statewide tracking mechanism that monitors the generation, transportation, and disposal of used and waste tires to prevent illegal storage and disposal practices. The procurement seeks triplicate forms printed on specific paper stock measuring 12.125 x 8.5 inches on 3-point NCR white/canary/white tag stock with crash and press numbering in two locations; the forms must comply with Chapter 838, Statutes of 2000 (SB 876, Escutia), and will be used to capture critical data that is scanned into the WTMS database for CalRecycle enforcement efforts to identify discrepancies and focus regulatory action on waste tire accountability violations. Qualified bidders must submit quotes electronically to Hector Aspillera at Hector.Aspillera@calrecycle.ca.gov by 10:00 A.M. PST on April 9, 2026, with written questions due by 2:00 P.M. PST on April 7, 2026; final delivery, inspection, and acceptance will occur at CalRecycle's facility located at 1590 Raley Court, West Sacramento, California 95691. All submissions must be made on company letterhead and include a California Seller's Permit number, Payee Data Record (STD. 204), and Post Consumer Recycled Content Certification (CalRecycle 74); quotes must specify a minimum of 30 percent post-consumer recycled content in the triplicate paper, with all pricing quoted on an F.O.B. Destination basis with no cash discounts offered. The contract will be awarded on an "all or none" basis, and all bids must comply with the Department of General Services Procurement Division NON-INFORMATION TECHNOLOGY - GENERAL PROVISIONS - GOODS (DGS PD 401-NITGP); any bid responses that reference a supplier's own terms and conditions will be rejected as non-responsive.
Small business preferences are available to qualified vendors, and the Disabled Veteran Business Enterprise (DVBE) program is available, though DVBE program requirements have been waived for this specific solicitation. Bidders claiming small business or SB/DVBE preferences must submit completed Bidder Declaration Forms (GSPD-05-105) along with applicable certification documentation to be considered for preference awards. No incumbent vendors or current contractors are referenced in this solicitation, and no existing technology integration requirements are identified. The RFQ does not specify an explicit budget range or award value; however, prospective bidders should anticipate that pricing will reflect the production of 160,000 triplicate forms with the specified technical requirements, materials, numbering, and delivery logistics. The contract represents a significant opportunity for qualified printing vendors capable of producing high-volume, precision forms on specialized NCR paper stock that meet California's stringent environmental and tracking requirements for waste tire management compliance.
Opportunity text
The Waste Tire Manifest System (WTMS) is a tracking mechanism used by CalRecycle to monitor the generation, transportation, and ultimate disposal of used/waste tires in California. The goal of the system is to help eliminate illegal storage or disposal of used/waste tires by allowing CalRecycle to focus enforcement efforts on the worst offenders. Information from each Comprehensive Trip Log (CTL) is key data entered and scanned as an image document into the WTMS. CalRecycle will use the information generated by the comprehensive trip log to ensure that all waste or used tires generated and transported within California have been accounted for and delivered to permitted end-use facilities. Discrepancies will be actively enforced. CalRecycle requires the production of Waste Tire Manifest CTL forms printed on triplicate paper according to the specifications listed in this RFQ. These forms fulfill the requirements of Chapter 838, Statutes of 2000 (SB 876, Escutia).
