About this opportunity

The State of Oregon Health Authority, through the Office of Contracts and Procurement, has issued a Notice of Intent to Award IQMS (Independent Quality Management Services) for the Health Care Interpreter Scheduling Portal Project to Public Knowledge LLC under contract S-44300-000106125, with protests due by September 24, 2026 at 3:00 p.m. and contract execution anticipated November 1, 2026. Award is contingent upon successful completion of contract negotiation and Public Knowledge's passage of Round 2 evaluation on a pass/fail basis.

The procurement is restricted to ten pre-qualified IQMS consultants under existing Master Price and Services Agreements — a mandatory cooperative-purchasing vehicle that substantially limits the competitive field. Public Knowledge was the sole Round 1 proposer to advance to Round 2 from three initial submissions, scoring 579 points across Detailed Approach & Schedule (250 points), Offeror Experience & References (125 points), Personnel Qualifications & Experience (300 points), and Work Examples/Deliverable Expectation Documents (200 points).

Round 2 requires Public Knowledge to submit three additional work samples (a QC Report identifying gaps with recommendations, a Quality Assurance Status and Improvement Report, and a QC Report evaluating a vendor contract), participate in a 90-minute virtual interview scheduled for August 4, 11, or 18, 2026, and submit a Best-and-Final Offer price proposal within five business days after interview. All three Round 2 criteria must be satisfied. Work samples must be submitted one week prior to interview to Elvis Howard, Single Point-of-Contact.

The IQMS scope covers quality planning, quality control, quality assurance, and independent solution testing across the five-year portal implementation mandated by Senate Bill 1578 (2024) to schedule Oregon-certified health care interpreters for Oregon Health Plan members. The contract term is 24 months or until all deliverables are accepted, with project completion targeted for first quarter 2028. The portal implementation is estimated at $1.5 million; total project costs through mid-2028 are estimated at $6 million, funded 50/50 from General Funds and Federal CMS Funds. Proposed personnel must hold a minimum of five years' experience and pass certified criminal background checks.
