About this file

This addendum to Request for Quote S-DASOBO-00016125 issued by the State of Oregon through OregonBuys announces Round 1 evaluation results and procedures for Round 2 of the IQMS HCI Scheduling Portal procurement. The solicitation seeks quality management services for the Health Care Interpreter Scheduling Portal Project. Three proposals were received and evaluated on a total of 875 points across four criteria: Detailed Approach & Schedule (250 points), Offeror Experience & References (125 points), Personnel Qualifications & Experience (300 points), and Work Examples/DEDs (200 points). Public Knowledge advanced as the sole proposer to Round 2 evaluation with a score of 579 points, the average of all three submitted proposals. Round 2 evaluation will be conducted on a pass/fail basis and requires submission of three additional work samples, participation in a virtual interview scheduled for 90 minutes, and submission of a Best-and-Final Offer (BAFO) price proposal. All three Round 2 criteria must be satisfied for the proposer to pass overall evaluation.

The three required work samples for Round 2 include: a QC Report from Project Execution Phase identifying gaps in deliverables with actionable recommendations; a Quality Assurance Status and Improvement Report with recommendations addressing identified risks and issues; and a QC Report evaluating a proposed vendor contract. Work samples may be more than five years old if necessary. The proposer must submit work samples to the Single Point-of-Contact (SPC) Elvis Howard one week prior to the scheduled interview. Interview time slots are available on August 4th, 11th, or 18th, 2026, with proposers required to rank preferred times. Following the interview, the BAFO must be submitted within five business days. Upon successful Round 2 completion, the committee may award a Work Order Contract substantially similar to the Sample Contract and proposed Statement of Work, with potential negotiation of contract terms by the Department of Administrative Services.

Additional work examples:

For Round 2, the Evaluation Committee requests three additional work samples from past or current comparable projects where the proposer has provided quality management comparable to the Services described in the RFQ. The samples must demonstrate the proposer’s ability to deliver specific, actionable recommendations. “Actionable recommendations” means the project team can take clear, concrete steps based on the finding provided and the recommended actions are within project team’s control or are actional by leadership.

Work samples may be more than five (5) years old if necessary to fulfill this request.

Work Sample Requirements:

1. Deliverable 3.1 – QC Report from Project Execution Phase

Must include a review of deliverables such as Requirement Traceability Matrix, Implementation Plan, Technical Design Document, Test Plan, UAT Plan, Interface Control Document, etc. The QC review must identify gaps in deliverables and provide specific, actionable recommendations to address those gaps. This example must reflect QC work performed during the project’s execution phase (i.e., we would like to see a demonstration of QC activities, conducted post solution contractor onboarding).
