About this file

This document is a Q&A responses file for iQMS RFQ No. S-44300-00016125, issued by the State of Oregon for iQMS services related to the Health Care Interpreter Scheduling Portal Project. The RFQ was re-released to allow additional time for vendor responses after the initial March 20, 2026 due date generated limited interest, partly due to document access issues with the first release. No official contact has been made by the State with vendors on the approved IQMS vendor list since the initial release. Quotations may be submitted via email to the Authorized Representative or through OregonBuys. The project requires specific deliverables including a project management plan with cost management components and quarterly QA status reports addressing project budget and schedule health.

The scope clarifications address interpretation services for individuals with Limited English Proficiency (LEP) and those using Languages Other Than English (LOE), including non-spoken communication for Deaf and hard of hearing populations, without limitation to specific languages. For deliverable 3.1.1, the budget component is referenced as part of the overall project management plan's Cost Management Plan rather than as a standalone full project budget evaluation. Regarding deliverable 4.1, the IQMS Consultant is not required to submit a formal Budget and Schedule Variance Report form in quarterly QA status reports; however, consultants must report on project budget and schedule health using their own methodology in dedicated report sections.

IQMS RFQ #S-44300-00016125 – Questions

(1) What was the reason for the re-release?

a. The decision to re-release was made to allow additional time for vendor response(s).

(2) Were there any quotations submitted for the first release due date on March 20, 2026?

a. We did not receive significant interest in the initial release, and due to the document access issue with the first release, we wanted to provide additional time for interested vendors to respond.

(3) Has there been any direct contact from the State with any of the vendors on the approved IQMS vendor list since the initial release of this RFQ? If so, what were those communications?

a. No, there has not been any official contact from the state with any of the vendors

(4) With regards to "limited English proficiency", are the languages limited to the four most commonly used languages spoken outside of English in Oregon (Spanish, Russian, Chinese, Vietnamese) or is the scope broader than that?

a. No, “Limited English Proficiency” or “LEP” means a person whose primary language is not English and who has a limited ability to read, speak, write, or understand English. Language other than English or “LOE” refers to individuals who use a Language Other than English (LOE) or communicate in a non-spoken language, including those who are Deaf, deaf, hard of hearing, late-deafened, or deafblind.

(5) In section 9 of the RFQ, it notes "quotes will be accepted by e-mail to the Authorized Representative...". Does this mean that quotes may be submitted either via e-mail or OregonBuys?

a. Correct, either option is available.

(6) One question related to Exhibit No. 1 - RFQ Pricing Sheet: For deliverable 3.1.1, are we expected to evaluate the full project budget as part of this deliverable? Or is "budget" referenced just as a part of the overall project management plan?

a. For 3.1.1: “budget” is referenced as a part of the overall project management plan in terms of Cost Management Plan.

(7) In the RFQ Exhibit 3 (Statement of Work for IQMS): For Deliverable 4.1, it is noted that a Budget and Schedule Variance Report is required. We believe that this is no longer required of the IQMS Vendor by DAS EIS. We do believe the Project Assessment Report is still required for this report. Could you please confirm this?

a. For 4.1: IQMS Consultant doesn’t need to include budget and schedule variance report form in the Quarterly QA Status reports. However, IQMS consultants are still required to report on project budget and schedule health using its own methodology in dedicated sections of the report.
