About this opportunity
The City of Sandy Springs, Georgia, issued a Request for Qualifications (RFQ) for Materials Testing Services for the Path 400 Trail Extension project (Phase I), extending approximately one mile along the east side of SR 400 from Windsor Parkway to north of Baroque Circle in Fulton County. This is a two-phase competitive selection process with qualifications due by February 24, 2026 at 2:00 PM, followed by technical approach responses from shortlisted finalists. The scope of work encompasses comprehensive materials testing services including earthwork, foundations, concrete, reinforcing steel, masonry, and retaining walls for a 12-foot multi-use trail extension supported by GDOT Federal-aid funding. The Prime Consultant must be prequalified by GDOT in both Area Classes 6.04(a) – Laboratory Testing of Roadway Construction Materials and 6.04(b) – Field Testing of Roadway Construction Materials, with key personnel including a Project Manager with GDOT-specific experience, Roadway Testing Technicians with GDOT certification and nuclear gauge equipment experience, and Laboratory Testing Technicians with AASHTO-accredited laboratory certifications. The contract will be awarded as a single Project Specific Contract on a Cost Plus Fixed Fee basis with an initial three-year term and an option to extend for up to five additional years, with construction anticipated to begin in June 2026 and a project duration of 1,095 calendar days. Selection will be evaluated based on experience and qualifications (40%), additional resources and approach (20%), technical approach (30%), and past performance (10%). All respondents are subject to communication restrictions prohibiting contact with City staff except through designated procurement channels, and the City reserves the right to reject any or all submissions.
The RFQ requires all responding vendors to complete the Georgia Vendor Responsibility Questionnaire (VRQ) to evaluate vendor integrity and procurement risk in compliance with multiple Georgia statutes (O.C.G.A. 50-5-50, 50-5-82, 50-5-84, 84.1, 84.2, and 13-10-91), with particular attention to prior debarment, tax compliance, environmental violations, and OSHA citations. All vendors must certify completion of Section A identification requirements including legal business name, Federal Employer Identification Number, state of incorporation, and applicable Georgia professional licenses, with the final VRQ page requiring notarization with a valid commission expiration date. Firms with aggregate contract amounts exceeding $250,000 must submit CPA overhead audits and comply with 48 CFR Part 31 accounting system requirements, and the document indicates that no set-aside designations or disadvantaged enterprise restrictions are specified in the RFQ materials provided. The project involves integration with existing GDOT testing protocols and procedures outlined in the GDOT Sampling Testing and Inspection Manual and Construction Manual, requiring quarterly Materials Certificate (MC) Checklist submissions and compliance with GDOT's Testing Management Operations procedures for independent assurance testing. The contract budget range is not explicitly stated in the available RFQ documentation, though the project represents a significant infrastructure investment given its Federal-aid designation and anticipated 1,095-day construction schedule.
