About this opportunity
The Board of Trustees of the California State University is requesting Statements of Qualifications from general contractors for design-build, collaborative design-build, and construction manager at risk services on a portfolio of fire alarm projects at California State University, Fresno, with SOQs due November 24, 2026. The contract requires a minimum three percent subcontract set-aside for Disabled Veteran Business Enterprises, and respondents must hold a California Contractor License (B or C-10) and be prequalified with the CSU Office of the Chancellor at a minimum available prequalification rating of $1,500,000.
Work is delivered under a master enabling agreement (TO-CA MEA) covering fire alarm replacements in the Music Building, McLane Hall, Engineering East Building, and Conley Art Building. Identified project budgets total $800,000, plus a $160,000 allowance for projects to be identified, for a total maximum budgeted cost of $960,000, and no individual project may exceed $200,000. The term is three years with no guaranteed minimum volume of task orders. Pricing will be structured as lump sum or guaranteed maximum price proposals developed during design and preconstruction for Trustees approval. All projects are subject to prevailing wage laws monitored by the California Department of Industrial Relations, and the agreement mandates a skilled and trained workforce under Public Contract Code Section 2600.
Selection is two-step: the top four qualified firms advance to the Request for Proposals phase, with interviews and finalist selection anticipated in February 2027 and TO-CA MEA execution targeted for February 23, 2027. Evaluation criteria include CSU project experience, design-build and CMAR qualifications, California public-sector experience completed within the last five years, subcontractor integration during design, DVBE utilization, the Composite Weighted Score from prequalification, local experience within 50 miles, LEAN and Integrated Project Management proficiency, cost control processes, and prevailing wage and CAL-OSHA compliance history.
