About this opportunity

The County of Sacramento Department of Airports is soliciting Statements of Qualifications for on-call environmental planning services across four airports (Sacramento International, Mather, Sacramento Executive, and Franklin Field) under RFQ due October 13, 2026, with an optional virtual pre-proposal conference on September 8.

Respondents must be registered with the California Secretary of State and demonstrate core competencies in NEPA and CEQA documentation, airport environmental planning, environmental technical studies, environmental permitting and regulatory compliance, PFAS investigation and response support, sustainability programs, and on-call services project management. Work requires familiarity with active airfield environments, coordination with airport operations and maintenance staff, FAA compliance, and sequencing environmental review with capital project delivery schedules. Services include support for NEPA and CEQA documentation, FAA environmental coordination, environmental permitting, regulatory compliance programs, mitigation monitoring, PFAS investigation and response support, and sustainability initiatives.

The maximum contract value is $3.5 million over an initial three-year term with one optional two-year extension (up to five years total). The Department anticipates awarding a single agreement in January 2027. Respondents must submit hourly rates for all proposed staff with justification of anticipated hours and any overhead multipliers or additional fees, along with financial documentation (balance sheets and income statements for the last two fiscal years prepared under generally accepted accounting principles), ownership information, and references from at least three clients within the last five years.

Insurance requirements include Commercial General Liability ($2 million per occurrence), Automobile Liability ($1 million per accident), Workers' Compensation at statutory limits, Professional Liability ($2 million per occurrence / $4 million aggregate), and Environmental Impairment Liability ($1 million per occurrence). Respondents must certify compliance with child support obligations, employment reporting requirements, and FAA provisions including non-debarment status, Title VI civil rights compliance, Federal Fair Labor Standards Act adherence, and trade restrictions. Evaluation criteria include SOQ completeness, minimum qualifications, understanding of the County Airport System, relevant project examples and references, on-call services management approach, scope and task order development strategy, and documentation quality; highest-ranked respondents may be required to participate in virtual interviews prior to final Board recommendation.

Opportunity text

The County of Sacramento (County) owns and/or operates four airports in Sacramento County, including Sacramento International Airport (SMF), Mather Airport (MHR), Sacramento Executive Airport (SAC), and Franklin Field (F72) through the Department of Airports (SCDA or Department). SCDA is issuing this Request for Qualifications (RFQ) to select a qualified vendor to provide on-call environmental planning services for the Department.

The Department operates in a complex regulatory environment subject to Federal Aviation Administration (FAA) requirements, guidance, grant assurances, and regulations, as well as a broad range of federal, state, and local environmental requirements.

The Department is soliciting Statements of Qualifications (SOQ) from qualified environmental planning consulting firms (each, a Respondent) to provide a wide variety of airport environmental planning and related technical services. Services under this RFQ will be administered by the Department's Planning and Environment Section and may include, but are not limited to, support for National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA) documentation, FAA environmental coordination, environmental permitting, regulatory compliance programs, mitigation monitoring, PFAS investigation and response support, sustainability initiatives, and related technical services.

Services under this RFQ will require familiarity with the unique operational, regulatory, safety, and security considerations associated with airports, including work within active airfield environments, coordination with airport operations and maintenance staff, compliance with FAA requirements, and the need to sequence environmental review and permitting with capital project delivery schedules. The successful Respondent (Consultant) may provide specialized services through qualified subconsultants, provided the Consultant demonstrates effective project management, quality control, and responsibility for all work products.
