The primary objective is to thoroughly review and revise existing design standards for engineering infrastructure including roadways, pedestrian facilities, sanitary sewer systems, potable water systems, stormwater drainage systems, stormwater control measures, and associated construction means and methods. Qualified firms must demonstrate expertise in engineering design, technical standards, and compliance with current state and federal regulations including the Americans with Disabilities Act (ADA), Public Right-of-way Accessibility Guidelines (PROWAG), North Carolina Administrative Code (NCAC), Manual on Uniform Traffic Control Devices (MUTCD), American National Standards Institute (ANSI), American Society for Testing Materials (ASTM), American Water Works Association (AWWA), North Carolina Department of Transportation (NCDOT) standards, and North Carolina Department of Environmental Quality (NCDEQ) Division of Water Quality regulations. The selected firm will conduct a comprehensive analysis of the existing LDS, develop an update framework, and deliver a final document that is searchable, cross-referenced, and easily editable by Town staff, with particular attention to document formatting, internal consistency, technical accuracy, and alignment with current regulatory and industry standards. The qualifications packages submission deadline was April 18, 2024, at 4:00 PM, with firm selection targeted for April 22, 2024, and project initiation scheduled for June 10, 2024, with completion anticipated by June 30, 2025. Upon selection, the chosen firm must immediately submit a pricing proposal for consideration.
While the RFQ does not establish specific diversity goals or set-asides, the Town of Mooresville has expressed a commitment to providing contracting opportunities for small and disadvantaged business enterprises. The Town will conduct the solicitation and selection process in accordance with all applicable North Carolina state guidelines, requirements, and the Town's own terms and standards. No incumbent vendors or existing contractors are referenced in the solicitation materials. Selected firms will be required to execute the Town's Standard Vendor Agreement and complete the Authorized Signatory and Electronic Signature Routing Form Package to establish legal signatory authority and enable electronic contract execution through DocuSign. The specific contract award value or budget range for this project has not been disclosed in the available solicitation documents; pricing will be determined following firm selection through the submission of individual pricing proposals.
