3.1. Scope of Services
The following scope of services is intended to provide a general framework and guide preparation for the update to the Town’s Land Development Design Standards.
1. Analysis of Existing Land Development Design Standards (LDS)
Conduct a thorough review and detailed examination of the current LDS to assess:
- Function, flow, and layout – Evaluate ease of use and efficiency of document formatting.
- Internal consistency – Identify conflicts within the LDS and other Town adopted documents and plans, including but not limited to the Unified Development Ordinance (UDO), Phase II Stormwater Ordinance, Comprehensive Land Use Plan, and other adopted Town policies, plans, and manuals.
- Accuracy – Identify typographical, technical, or graphical errors or omissions.
- Compliance with North Carolina Administrative Code (NCAC), North Carolina General Statutes
(NCGS), Americans with Disabilities Act (ADA), and other applicable agency regulations and industry standards and best practices.
- Alignment with industry standards and generally accepted best practices for construction means and methods and material specifications.
Analysis should identify areas of deficiency and benchmark Mooresville with technical and design standards of similarly sized and fast-growing communities within North Carolina as well as municipalities within North Carolina or in other states with similar topographic, environmental, geological, and geographic makeup. Analysis should also include in-person meetings and discussions with Town of Mooresville Staff to ensure an understanding of internal standard operating procedures, particularly regarding maintenance of Town infrastructure.
Work deliverable should include a detailed report with figures, matrix, and itemized list of deficiencies, conflicts, or deviations from best practices or industry standards. Work deliverable should include recommendations for addressing deficiencies, including the addition of any standard details and design elements not currently incorporated into the Town’s LDS.
2. Develop Framework for LDS Update
Develop proposed framework for updated LDS that synthesizes existing design standards and elements that will remain, existing items that will be updated or overhauled, and new components. Proposed

3. Draft and Finalize LDS Update
Consultant shall prepare LDS text update in accordance with proposed framework, including all existing, modified, and additional design standards, regulations, and considerations. LDS should include all necessary charts, tables, details, and appropriate references and shall be in searchable format with appropriate cross-references and links to ensure ease of use.
