About this opportunity
Greenwood County is seeking statements of qualifications from contractors to perform maintenance activities at the Buzzard's Roost Hydroelectric Facility through a Request for Qualifications (RFQ 2025-RFQ-019). The county intends to pre-qualify up to three contractors with specialized experience in maintaining and repairing tainter gates and civil infrastructure at hydroelectric facilities. Contractors will be evaluated based on three key criteria: experience/technical approach (50 points), references (25 points), and responsiveness (25 points). The solicitation requires contractors to demonstrate prior work on similar hydroelectric facilities, provide references from projects completed within the past three years, and show capacity to respond quickly to maintenance needs. The RFQ was released on September 18, 2025, with proposals due on October 9, 2025, at 2:30 pm through the county's e-Procurement Portal. Proposers must submit a comprehensive qualification package, including a bid holding and authorization form, firm experience documentation, references, certificate of insurance, and other required materials.
The RFQ does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The county plans to create a qualified contractor list valid for up to five years, during which they can solicit quotes from the selected contractors for future maintenance work at the Buzzard's Roost Facility. While the specific budget range is not detailed in the provided documentation, the solicitation indicates an intent to establish a pool of pre-qualified contractors for ongoing maintenance activities. Contractors will need to demonstrate geographical proximity and technical capability to handle specialized hydroelectric facility maintenance tasks. The procurement approach suggests a flexible, long-term contracting strategy that allows Greenwood County to maintain a ready pool of qualified vendors for potential future maintenance and repair needs at the hydroelectric facility.
