About this opportunity

Greenwood County is seeking Construction Manager at Risk (CMAR) services for the Buzzard's Roost Emergency Spillway Remediation Project, a critical infrastructure initiative involving the replacement of an existing fuse plug structure at the Buzzard's Roost Hydroelectric facility. The project is regulated by the Federal Energy Regulatory Commission (FERC) and will involve constructing a design that includes an earthen embankment and a concrete spillway with an armored channel. The county will evaluate submissions based on four key criteria: Experience/Technical Approach (35 points), Experience with FERC Projects (19 points), References (10 points), and Pre-Construction Experience (36 points). Proposers must submit a comprehensive qualifications package limited to 15 pages, demonstrating expertise in hydroelectric facilities, heavy civil projects, and geotechnical work. The Request for Qualifications (RFQ) was released on October 15, 2025, with qualifications submissions due on November 6, 2025, at 2:30 pm. Greenwood County reserves the right to reject any submissions and may invite top-ranked proposers for interviews or further evaluation.

While the RFQ does not explicitly mention set-aside designations or restrictions for specific enterprise types, it requires proposers to demonstrate substantial technical expertise and experience with similar FERC-regulated projects. Successful proposers must provide extensive insurance coverage, including comprehensive general liability, fleet liability, and workers' compensation, with Greenwood County named as an additional insured. The project will be located in Newberry County and is subject to funding availability and appropriation by the county council. Though a specific contract value is not disclosed, the complexity of the project involving hydroelectric facility remediation suggests a significant investment. The county's procurement approach focuses on qualifications-based selection, emphasizing technical competence and prior experience in managing complex infrastructure projects rather than prioritizing cost as the primary selection criterion.
