About this opportunity

The City of Burlington, North Carolina has issued a Request for Qualifications (RFQ #26-1030) seeking professional on-call consulting firms to provide comprehensive engineering and related services for municipal infrastructure projects. The procurement targets multiple service categories including design services, project management, construction administration, resident project representation, and conditional assessment across critical infrastructure domains such as water, sewer, stormwater systems, wastewater lift stations, transportation, transit, traffic systems, and facilities. Specific technical services required include subsurface utility engineering (Levels A-C), surveying, geographic information systems (GIS), topographic mapping, right-of-way research, land acquisition, special inspection, and testing services encompassing geotechnical, concrete, metallurgical, and structural assessments. Consultants must be licensed with the North Carolina Board of Examiners for Engineers & Surveyors and will be evaluated based on demonstrated competence, qualifications, project experience, and performance history. The RFQ specifies a submission deadline of October 30, 2025 at 2:00 PM, with a mandatory pre-proposal meeting scheduled for October 15, 2025, and anticipates selecting up to four firms for each sub-category.

The City encourages participation from Minority and Women-owned Business Enterprise (M/WBE) firms and requires all consultants to comply with E-Verify requirements. The contract will be an initial two-year master service agreement with options for one-year extensions, structured to issue individual task orders without guaranteeing specific work volumes. Compensation will be determined on a task-by-task basis using hourly billing rates established in the agreement, supporting infrastructure needs across multiple municipal departments including Water Resources, Public Works, Recreation and Parks, and Transportation. While specific budget ranges are not explicitly detailed, the comprehensive scope suggests significant potential for ongoing municipal engineering work. The procurement approach allows flexibility for the City to engage multiple qualified firms simultaneously, ensuring a diverse pool of expertise for addressing complex infrastructure projects across Alamance County and Burlington's municipal boundaries.
