About this opportunity

The City of Burlington in Alamance County, North Carolina, is issuing a Request for Qualifications (RFQ) to establish a Master Service Agreement for multi-disciplinary professional engineering and technical services. The primary objective is to select up to four qualified firms for on-call services across various infrastructure domains, including water and sewer linear systems, water and wastewater treatment plants, pump stations, storage tank facilities, dams, reservoirs, transportation and transit systems, architectural buildings, and specialized technical services. Specific service categories include design, project management, construction administration, resident project representative, conditional assessment, subsurface utility engineering (Levels A-C), surveying, GIS, topographic mapping, right-of-way research, land acquisition, and special inspection and testing services such as geotechnical, concrete, metallurgical, and structural assessments. Consultants will be evaluated based on demonstrated competence, technical capabilities, project management strength, track record, and local knowledge, with a mandatory pre-proposal meeting scheduled for October 7, 2025, and qualification responses due by 2:00 p.m. on October 23, 2025. The contract will initially run for two years with potential one-year extensions, and work will be assigned through individual task orders with no guaranteed volume of work.

The City encourages participation from Minority and Women-owned Business Enterprises (M/WBE) and requires all consultants to comply with E-Verify requirements. Participating firms must maintain comprehensive insurance coverage, including general liability, automobile liability, workers' compensation, professional liability, and excess liability insurance, with the City named as an additional insured. Potential funding sources for projects include City capital funds, state, and federal grants. While the RFQ does not specify a specific contract value or budget range, the on-call nature of the agreement suggests flexibility in project scope and potential compensation. Consultants must obtain bid documents through the City of Burlington's BidNet Direct portal and demonstrate proven experience in the specified service areas. The procurement approach is designed to create a pool of pre-qualified consultants who can be efficiently engaged for various infrastructure and facility projects as needs arise, providing the City with a flexible and responsive engineering services resource.
