About this opportunity

The City of Waupun, Wisconsin is requesting proposals for shared-ride taxi services within the city and a three-mile radius, with proposals due August 24, 2026 at 4:00 PM CT and questions due August 3, 2026. Federal Section 5311 grant funding of up to $65,088 supports the contract, requiring full compliance with federal clauses including Buy America Act requirements, drug and alcohol testing per 49 CFR Parts 40 and 655, and FTA reporting obligations.

The contractor must provide door-to-door, demand-responsive, advanced-reservation shared-ride taxi service six days per week (Monday through Saturday) with extended Friday and Saturday night hours from 9:00 PM to 2:30 AM, available to the general public including disabled individuals and seniors. The contractor must operate a minimum of two vehicles (model year 2015 or newer, with at least one having no more than 100,000 miles) and maintain a centralized dispatch system with communication devices, comprehensive service and vehicle maintenance records, and documented driver training and screening. The service area is defined in Appendix J – Service Area map. The City will lease up to two accessible vehicles to the contractor at $1 per vehicle per year.

This is a firm-fixed-price contract covering a two-year base period (January 1, 2027 through December 31, 2028) with three optional one-year renewal periods exercised by mutual agreement with 90 days' written notice. Estimated weekly service hours are 116 hours. Vendors must submit hourly service rates for the base period and three option years using a fixed CPI-U of 1.0 percent for evaluation; actual option year adjustments will use the then-current CPI-U. The contractor may be reimbursed only for actual revenue service hours performed, less collected passenger fares and package delivery charges, invoiced monthly with 30-day payment terms. The contractor must maintain $1,000,000 minimum aggregate liability insurance, workers' compensation insurance, and physical damage insurance on leased equipment. The City may terminate with 90 days' written notice; the contractor may terminate with 120 days' written notice. Evaluations begin August 25, 2026 with estimated award on September 8, 2026.
