About this opportunity

The City of Hinesville, Georgia is soliciting proposals for co-managed IT services under RFP 2026-08, with proposals due October 23, 2026 at 12:00 p.m., but note that the RFP was withdrawn on October 1, 2026 and subsequently issued as final with an addendum—prospective bidders must review the final version and addendum before submitting.

The scope encompasses remote Tier 1 end-user support through a ticketing system, monitoring and alerting, cybersecurity support, and collaborative assistance on escalated issues. The City retains ownership of network and systems administration, production configurations, firewall policy, hardware standards, and architecture decisions. The current environment includes 251 active users, 218 workstations and laptops, and 24 servers (242 total managed endpoints). Services must be provided Monday through Friday, 8:00 a.m. to 5:00 p.m. Eastern Time, excluding City-recognized holidays, with after-hours emergency response required for incidents affecting public safety, essential services, or systems designated as critical. A 90-day transition and onboarding plan is required.

The contract term is one year with options for annual renewals at the City's discretion, subject to appropriation and satisfactory performance. Contract commencement is anticipated November 9, 2026. Pricing must include clearly identified monthly recurring fees, annual costs, one-time onboarding and transition charges, standard professional services hourly rates for out-of-scope work, and optional services. Proposers must identify all assumptions regarding user counts, endpoints, servers, network devices, pass-through costs, markups, and proposed price adjustment methodology for renewal years.

Evaluation criteria are firm and team qualifications (25%), co-managed technical approach (25%), cybersecurity and CJIS experience (20%), service levels and governance (10%), and cost/overall value (20%). An optional pre-bid meeting is scheduled for October 6, 2026 at 10:00 a.m. via virtual meeting. Written questions are due October 9, 2026 at 5:00 p.m., with City responses posted by October 16, 2026. Contact Temperance West, Assistant City Manager, at twest@cityofhinesville.org.
