About this opportunity

San Mateo County's Sustainability Department is seeking qualified firms to operate the Pescadero Transfer Station and Materials Recovery Facility (TS/MRF) through Request for Proposals (RFP) No. 2024-RFP-00262. The procurement is for a five-year contract with potential one-year extensions, totaling up to eight years. Required tasks include collection and handling of materials, transport, maintenance, compliance, customer service, and emergency response. Proposers must have at least five years of experience operating a transfer station and be capable of operating the facility a minimum of three days per week. The evaluation will be based on a 100-point system: project approach (30 points), firm qualifications (15 points), team qualifications (10 points), fee proposal (25 points), and interviews (20 points). Key dates include a pre-proposal meeting on October 8, 2024, a site visit on October 11, 2024, and proposal submissions due by November 8, 2024, at 5:00 pm, with an anticipated contract award date of January 14, 2025.

While no specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the documents, the RFP indicates the county's goal of expanding the facility's focus as a resource recovery facility and reducing its operational subsidy. The current facility operates three days per week in the rural agricultural area of San Mateo County's South Coastal region. Proposers must demonstrate the ability to supply and maintain specific equipment and integrate with existing infrastructure. The fiscal and tonnage data provided suggests variable monthly operational costs, with fixed monthly fees ranging from approximately $13,632 to $15,461 and county subsidies fluctuating between $348 and $10,441. Gate revenues typically range from $14,000 to $22,744 monthly, indicating potential financial considerations for prospective contractors. While a precise budget range was not specified, the fee proposal tables and current gate rates provide a framework for understanding potential contract values.
