About this opportunity
Valley Transit, a department of the City of Appleton, Wisconsin, is seeking proposals for a comprehensive Intelligent Transportation System (ITS) to manage approximately 31 transit vehicles in fixed-route service. The procurement involves a complete, turnkey ITS solution that includes hardware, software, installation, cellular data connectivity, and associated components. Key deliverables include cloud-based management software with 24/7 web-portal access, Mobile Data Terminals (MDTs), a public-facing website and smartphone application for real-time bus tracking, Automated Voice Announcements (AVA) for bus stops, and comprehensive reporting capabilities. Vendors must demonstrate proven experience by having successfully installed a full ITS system at a minimum of five public transit systems. The RFP requires integration with existing equipment including Luminator and TwinVision destination signs and GFI-Genfare Odyssey fareboxes. Critical dates include the proposal deadline of May 9, 2018 at 10:00 AM, with estimated interviews/demonstrations scheduled for May 24-25, 2018, and a projected contract award on June 27, 2018. The contract will commence on July 1, 2018, with one full year of technical support and four optional one-year renewal periods.
While there is no specific Disadvantaged Business Enterprise (DBE) contract goal established, the procurement is subject to Federal Transit Administration (FTA) regulations, including compliance with National ITS Architecture Standards and various civil rights and procurement requirements. Vendors must provide comprehensive insurance coverage, including professional liability, general liability, business automobile coverage, and cyber and technology liability insurance. The 2018 project budget is approximately $250,000, with potential funding from Federal, State of Wisconsin, and local sources. The cost proposal must include detailed breakdowns for hardware, software, implementation, training, support, hosting, and cellular data costs for the first year, along with annual support agreement costs for years two through five. Valley Transit currently operates 27 vehicles with Adaptive Micro Systems interior LED signs and one 2018 Glaval cutaway vehicle without an internal next stop LED sign. Companies from outside the United States may apply, but must address all scope of work and RFP requirements, with any tasks performed outside the United States clearly identified in the proposal.
