About this file

This Addendum to the Questions and Answers document addresses clarifications for the City of Appleton Valley Transit's Intelligent Transportation System (ITS) RFP dated April 5, 2018. The RFP seeks proposals from qualified vendors to implement an ITS for approximately 31 transit vehicles in fixed-route service, with contract commencement estimated for July 1, 2018. Valley Transit requires the implementation plan to be completed in calendar year 2018. The scope of work mandates that contractor staff or subcontractors be physically present in Appleton, Wisconsin to install and test equipment on buses, and proposers may be required to meet in person in Appleton during the evaluation process, with future support potentially requiring additional in-person meetings. Sealed proposals must be mailed according to RFP specifications; electronic submissions via email or facsimile are not accepted.

Key clarifications provided in the addendum address geographic and operational requirements. While companies from outside the United States may apply, the proposal must address all scope of work and RFP requirements, and any tasks performed outside the United States must be clearly identified in Question 14 of the Written Proposal Response. Valley Transit currently operates 27 vehicles equipped with Adaptive Micro Systems interior LED signs (model TD80X7-.3A or TDR80x7-.3A depending on year) and one 2018 Glaval cutaway vehicle without an internal next stop LED sign. The MDT navigation map capability is intended as a tool to familiarize operators with fixed routes, serving as a replacement for or supplement to current route paddles by providing a visual route path that adjusts according to vehicle progress, eliminating the need for drivers to continually input stop or address information.

Proposer/Contractor Name

Addendum #1

Listed below are responses to questions received by the City of Appleton, Valley Transit regarding the Intelligent Transportation System RFP dated April 5, 2018.

1. Can companies from outside the USA apply for this?

There is no requirement that the awarded company be located in the United States. However, the proposal would need to address the scope of work and other requirements in the RFP.

2. Do we need to meet in person for meetings?

Yes, the scope of work requires contractor staff or subcontractor to install and test equipment on buses located in Appleton, WI. Proposer staff may be asked to meet in Appleton, WI as part of the evaluation process. Future support may require in person meetings in Appleton, WI.

3. Can we perform the tasks (related to RFP) outside USA?

As stated, some work required under this contract will require contractor staff or subcontractors to be physically in Appleton, WI. If some tasks are handled outside of the United States, please clearly identify under Question #14 in the Written Proposal Response (found on page 28 of the RFP).

4. Are proposals accepted via email?

No. Sealed proposals must be mailed as specified in the RFP. Submission of proposal documents by facsimile equipment or electronic mail (email) will not be accepted.

5. Is Valley Transit open to phasing the implementation of any aspects of this project to accommodate budget and immediate priorities?

Valley Transit desires a solution that can be implemented in calendar year 2018. Proposers should address their implementation plan under question #14 in the Written Proposal Response section of their submittal.

6. Do Valley Transit vehicles currently have internal “next stop” LED signs for riders? If so, please provide the make and model of these signs.

Yes. Our model years 1994, 2004, 2005 and 2010’s vehicles (27) are each equipped with a model # TD80X7-.3A interior LED sign. Our three 2017 New Flyer buses are each equipped with a model #TDR80x7-.3A interior LED sign. All of these signs were manufactured by Adaptive Micro Systems.

Our 2018 Glaval cutaway vehicle does not have an internal next stop LED sign.

7. Under Hardware (2nd last and last bullets on MDT requirements, RFP page 10), it states that the

MDT must be capable of providing navigation to operators on an in-vehicle map, and the operators should not have to enter a destination. Since fixed route buses generally follow an established route there are typically no addresses to enter. Would Valley Transit please describe a scenario when navigation functionality would be used (i.e. does Valley Transit utilize flex routes)?

The MDT navigation map capability is intended to be a tool for bus operators that may be unfamiliar with the specific fixed-route they are driving. Essentially, we would like to use this tool to replace or in addition to the current route paddles (written turn-by-turn directions) that drivers are provided.

Navigation capability would provide a visual route path to a bus operator that is unfamiliar with the route. The map feature would not require the driver to continually input the next stop or address along the route. The feature would adjust the map display according the vehicle’s progress along the route.
