About this opportunity
Gulf Coast Center, a 501(c)(3) community mental health and intellectual/developmental disabilities services provider serving Galveston and Brazoria counties in Texas, is requesting proposals for the design, construction, and delivery of two turnkey Mobile Crisis Response Units with proposals due September 4, 2026, at 3:00 PM CST and questions due August 28, 2026, at 5:00 PM CST.
The RFP encourages veteran-owned business participation under the State of Texas Veteran Heroes United in Business initiative, with potential additional points awarded for veteran business certification and meaningful subcontractor participation; no formal set-aside or mandatory participation goal is stated.
Each unit must be a high-roof, extended-length van with dual rear wheels, preserved OEM warranty, clinical interior design with secure storage and healthcare-grade materials, rooftop HVAC, integrated information technology with dual-display capability, 360-degree camera systems, and power systems with approximately 6,000 Wh battery capacity. The proposer must provide design, construction, upfit, testing, documentation, delivery, training, and post-delivery support.
Evaluation uses a 100-point scoring system: technical compliance (20 points), design quality (15 points), information technology capabilities (15 points), vendor experience and qualifications (15 points), delivery schedule (10 points), warranty and support (10 points), and cost/best value (15 points). The contract commences upon award on approximately September 23, 2026, with an indefinite term subject to 30-day termination by Gulf Coast Center. Proposals remain valid through March 1, 2027.
Proposers must submit audited financial reports and federal income tax returns for the last three years, maintain general liability insurance of $1,000,000 per claim and $3,000,000 aggregate and auto liability of $1,000,000 combined single limit, and comply with criminal background checks and USCIS Form I-9 verification. Gulf Coast Center is sales-tax exempt and reserves the right to negotiate, reject proposals, cancel without award, and enter into multiple contracts.
