About this opportunity
Berrien County Board of Commissioners in Nashville, Georgia is requesting proposals for engineering services to support pre- and post-award work on community and economic development projects, with proposals due July 7, 2026 at 4:00 p.m. This is a Section 3 Covered Contract under the HUD Act of 1968; Section 3 Business Concerns are encouraged to apply and must comply with labor-hour reporting and employment-preference requirements established by the Georgia Department of Community Affairs (DCA).
The scope encompasses preliminary engineering reports, planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout for public infrastructure improvements including communications towers, water, sewer, street paving, and drainage. The selected engineer must deliver a draft preliminary engineering report within 30 days of selection and provide comprehensive cost estimates for all phases from application through closeout. Berrien County anticipates funding through CDBG Annual Competition, CDBG Disaster Recovery, Employee Incentive Program, Redevelopment Fund, and Immediate Threat and Danger programs administered by the Georgia DCA. All contracts are subject to federal and state DCA provisions, and the award may extend to future projects during the grant-funding period on a limited-time basis.
Evaluation uses a four-point scale (Poor, Fair, Good, Excellent) across six criteria: ability to provide all required engineering disciplines, experience with similar construction projects, community knowledge, staff expertise, prior CDBG project experience with references, and cost competitiveness. Required qualifications include active business license, errors and omissions insurance, and capacity to produce CDBG-mandated documentation. Proposals must clearly itemize all fees, including whether preliminary engineering report preparation carries additional cost.
Contact Tonia Hendricks at the Southern Georgia RC, (912) 285-6097, to request the Statement of Qualifications Form and RFP scoring criteria. Submit proposals to Brenda Ferrell, County Clerk/Administrator, 201 North Davis Street, Nashville, GA 31639.
