About this opportunity

The Cape May County Board of Commissioners, Department of Engineering, is requesting proposals for stormwater mapping services to develop and maintain comprehensive GIS mapping of all county-owned stormwater infrastructure, with proposals due August 12, 2026 and anticipated contract award August 25, 2026.

The scope requires creation of a digital GIS map and MS4 Infrastructure Map delineating outfalls (MS4 pipes with GPS location, surface water body, type, size, and invert; groundwater discharge points; interconnections), structures (catch basins, manholes, inlets with type and retrofit status), conveyance systems (pipes, culverts, ditches with material, diameter, direction of flow, and invert), and facility assets (detention/retention basins, pump stations). All features must be field-verified using State Plane Coordinates and georeferencing to NAVD 1988 datum. The firm must be familiar with all NJDEP MS4 permit requirements. The project encompasses Cape May County's 213 miles of roadway, approximately 2,350 inlets, and county-owned facilities including the Airport (roadways only), Zoo, and Commons. Field survey and mapping coordination must be completed by October 10, 2026, with all deliverables finalized by November 15, 2026.

The contract is Cost-Plus Fixed Fee, funded entirely through federal grant reimbursement from the New Jersey Department of Environmental Protection under the Green Streets and Stormwater Mapping 2025 grant program. The consultant must be Cost Basis Approved by the State of New Jersey and comply with 49 CFR Part 18 and 23 CFR 172. No ESB or DBE goals apply.

Technical proposals are evaluated on Project Understanding (40 points), Staff and Firm Qualifications (35 points), MS4 or Stormwater Studies experience (15 points), and ability to begin work immediately and complete fieldwork within 45 calendar days (10 points). Cost proposals open only after technical selection. Deliverables include a final report with executive summary, evaluation methodology, findings, appendices with equipment lists and digital photographs, and quarterly progress and financial reports due within 30 days of each quarter end. The consultant must maintain $1 million general liability, $1 million automobile liability, workers compensation per New Jersey law, and $1 million professional liability for two years post-completion.

Opportunity text

The scope of services to be provided consists of developing and updating stormwater mapping across the County of Cape May in order to maintain an MS4 Infrastructure Map that delineates the location of significant stormwater features that are owned or operated by the County. Field survey and map preparation are part of the scope of work. The firm is expected to be familiar with all NJDEP Highway Agency Municipal Separate Storm Sewer System (MS4) permit requirement and applicable definitions. The selected firm will be 3 expected to develop a digital GIS map of all the storm water infrastructure owned and operated by Cape May County. These storm water features include: Outfalls: All MS4 outfall pipes, including GPS location, surface water body received, typ, size, and invert. MS4 groundwater discharge points (type) MS4 interconnections (type, upstream entity, downstream entity) Structures: Catch basins, manholes, and inlets. Storm drains inlets (type, catch basin present, label present, retrofitted) Conveyance Systems: All pipes, culverts, and ditches, all directions of flow must be hown. If conveyance is identified as a pipe, then note the pipes material, diameter, and invert. Facility Assets: Storm water management basins (detention/ retention), infrastructure, and pump stations green All the storm water infrastructure features must be verified in the field using State Plane Coordinates and georeferencing. Each structure needs to be opened to determine the direction of flow, and invert. The datum will be NAVD 1988. The storm5water infrastructure will be located along all county roads and certain public facilities owned by the county. The facilities include Cape May County Airport roadways (not airside), Cape May County Zoo, and County Commons. Cape May County has 213 miles of roadway and approximately 2350 inlets. Although manholes and pipe connections are integrated throughout our storm water infrastructure, an accurate inventory is currently unknown. We also do not have an accurate count for the number of outfalls owned by the county. The county determined ownership of the outfall by checking if the connection is tied into inlets along county roads. We have storm water infrastructure maps that will be provided. The MS4 Infrastructure Map must be submitted to the County as a geo-referenced shapefile, geodatabase, or an AutoCAD file. The selected firm will be expected to draft a final report, appendices, and an executive summary for submission by the County to the NJDEP. The executive summary will be a brief abstract of the project that can also serve as a standalone document.
