PROJECT SCOPE:

The firm is expected to be familiar with all NJDEP Highway Agency Municipal Separate Storm

Sewer System (MS4) permit requirement and applicable definitions. The selected firm will be expected to develop a digital GIS map of all the storm water infrastructure owned and operated by Cape May County. These storm water features include:

이

Outfalls: All MS4 outfall pipes, including GPS location, surface water body received, typе, size, and invert.

MS4 groundwater discharge points (type)

MS4 interconnections (type, upstream entity, downstream entity) Structures: Catch basins, manholes, and inlets. Storm drains inlets (type, catch basin present, label present, retrofitted)

Conveyance Systems: All pipes, culverts, and ditches, all directions of flow must be shown. If conveyance is identified as a pipe, then note the pipes material, diameter, and invert.

Facility Assets: Storm water management basins (detention/ retention), infrastructure, and pump stations green

All the storm water infrastructure features must be verified in the field using State Plane

Coordinates and georeferencing. Each structure needs to be opened to determine the direction of flow, and invert. The datum will be NAVD 1988. The storm5water infrastructure will be located along all county roads and certain public facilities owned by the county. The facilities include

Cape May County Airport roadways (not airside), Cape May County Zoo, and County Commons.

Cape May County has 213 miles of roadway and approximately 2350 inlets. Although manholes and pipe connections are integrated throughout our storm water infrastructure, an accurate inventory is currently unknown. We also do not have an accurate count for the number of outfalls owned by the county. The county determined ownership of the outfall by checking if the connection is tied into inlets along county roads. We have storm water infrastructure maps that will be provided.

The MS4 Infrastructure Map must be submitted to the County as a geo-referenced shapefile, geodatabase, or an AutoCAD file.

The selected firm will be expected to draft a final report, appendices, and an executive summary for submission by the County to the NJDEP. The executive summary will be a brief abstract of the project that can also serve as a standalone document.

• Description of project area

Summary of the existing conditions addressed

Summary timeframe) of the overall projects (e.g. goals, methodology, affected locations, and

Highlight major results or outcomes of the project

Project implications and recommendations

The draft final report will incorporate the following information:

The appendices will - at a minimum - be included in the final report:

이 List of all equipment purchased (with associated specification) under the grant and the date in which they were returned to the Department

Additional photos (all digital pictures related to the grant with some key to decipher each picture, both spatially and temporally). Include the photographer's name and WM# SO that credit may be given. This electronic copy, or similar as appropriate, is required even though pictures have been submitted in quarterly reports, as it provides one digital library of the project. All pictures should be saved with names that are indicative of the picture and purpose (e.g. WM15-XXX post-imp storm water).

Educational materials (if an educational brochure was created or a sampling manual or maintenance manual was developed, these should be submitted with all other like materials on a separate electronic copy, or similar, as appropriate, titled "Deliverables.")

Monitoring data (an electronic copy with all raw data in usage format). Any comments or considerations should also be included on this electronic copy, or similar, as appropriate

(e.g. Data point for site b on 8/2/2015 was considered an outlier because...), and a summary of data (probably contained in your final report but should be copied/pasted here as well).

Grantor's responsibilities:

NJDEP periodically will monitor the progression of the project via Grantee's quarterly reporting to ensure that all federal ARPA funds will be expended by the federal deadline.

Grantee's responsibilities, including summary of payment/reimbursement schedule:

Progress reports must be submitted thirty (30) days after each quarter has ended. Financial reports must be submitted quarterly, or when reimbursement is needed. Payments will be reimbursed, if applicable, after the financial and progress reports have been approved.

In order to allow sufficient time for Grantee reporting, Department review/revisions (if needed), and for federal ARPA payments to be processed/remitted before December 31, 2026, Grantee shall submit a financial report to the Department by August 1, 2026, or risk losing access to the federal

ARPA funds.

Granting Agency's method for determining Grantee's compliance with/satisfaction of the

Agreement:

The Department will determine compliance with the agreement when the progress, financial and final reports, and deliverables indicate that the goals, objectives, and tasks are met. If the Grantee fails to comply with any term, condition, requirement, or provision of this agreement or fails to make sufficient progress to reasonably ensure completion of performance within the timeframes set forth in this agreement, and is unresponsive for six (6) months or greater, the Department has a right to terminate this agreement. The Department will rescind all remaining funds, and the Grantee must return any unexpended funds from advance payments, as applicable.
