The Oregon Department of Early Learning and Care is soliciting proposals for statewide training and individualized technical assistance services for Oregon Prenatal to Kindergarten programs under RFP S-58800-00017034, with proposals due July 24, 2026 at 5:00 p.m. Pacific Time.
DELC anticipates awarding one or more contracts with an initial one-year term and options to renew biennially. The scope encompasses designing and delivering high-quality training through virtual and in-person formats; developing individualized technical assistance plans for each of 63 OPK grantee sites across 22 Oregon counties (including Clackamas, Multnomah, Marion, Washington, Deschutes, and Clatsop); providing continuous quality improvement support aligned with Head Start Program Performance Standards (45 CFR Part 1302); and coordinating with state and federal partners. Deliverables include an annual TTA Work Plan, individualized grantee plans, professional development calendar, annual summary report, and participant feedback data. The maximum contract value is $300,000 with up to $50,000 in one-time planning and materials grant funds for initial workplan development.
Proposers must demonstrate a minimum of five years of experience providing similar-scope technical assistance services with at least one system successfully implemented within the past three years. Key personnel must have at least three years of experience supporting Head Start or Early Head Start programs and expertise in 45 CFR Part 1302 federal requirements. Evaluation criteria total 1,000 points: experience and capabilities (200 points), key persons and organizational profile (100 points), scope of services (300 points), budget proposal (100 points), references (100 points), and project samples (200 points). Additional evaluation rounds may include interviews, demonstrations, or best and final offers.
Questions are due July 13, 2026. A voluntary pre-proposal conference is scheduled for July 9, 2026. DELC anticipates issuing a Notice of Intent to Award in August 2026, with a seven-day award protest period. Proposals, limited to 50 pages, must be submitted electronically through OregonBuys and include resumes for key personnel, organizational charts, three references, project samples, and completion of required attachments including disclosure exemptions, responsibility inquiry, and certified disadvantaged business outreach plans.
