About this opportunity
The Texas Comptroller of Public Accounts has issued a Request for Proposals (RFP) seeking a qualified independent federal compliance monitoring firm to provide oversight services for the State Energy Conservation Office's (SECO) State Energy Program: Infrastructure Investment and Jobs Act Energy Efficiency Revolving Loan Fund Program. The selected contractor will be responsible for monitoring borrower and contractor compliance with federal regulations including the Davis-Bacon Act, Build America Buy America Act, National Environmental Policy Act, and National Historic Preservation Act. Key services include weekly review of 15% of certified payrolls, verification of contractor certifications, conducting site visits for approximately 15% of awarded projects, developing training materials, and submitting comprehensive compliance reports (monthly, quarterly, annual, and final). Evaluation criteria will assess Texas Personnel and Subcontractor Qualifications (10%), Relevant Compliance Monitoring Experience (30%), Internal Structures and Controls (20%), and Mandatory Price Sheet (40%). Critical dates include written questions due by December 10, 2025, proposals due January 28, 2026, anticipated contract execution on April 28, 2026, and service commencement on April 29, 2026, with an initial contract term running through April 29, 2028 and potential renewal through June 30, 2029.
Respondents must be registered and maintain an active status in the System for Award Management (SAM.gov) with a Unique Entity Identifier and are required to submit a Historically Underutilized Businesses (HUB) Subcontracting Plan for the "Other Services" category. The contract has a maximum value of $750,000, with a mandatory 10% match required from the successful respondent and approved by the Department of Energy prior to contract execution. The Department of Energy has established a maximum 10% reimbursement limit for indirect costs and fringe benefits. Respondents must complete various exhibits including information worksheets, mandatory price sheets, insurance documentation, financial statements, and certifications regarding criminal convictions, conflicts of interest, nondisclosure agreements, and federal requirement compliance. The statewide HUB goals for this procurement are 26.0% for services contracts, and respondents must demonstrate good faith efforts in subcontracting with Texas-certified Historically Underutilized Businesses through either Method A or Method B submission processes.
