About this file
This is Addendum No. 1 to Request for Proposals (RFP No. 240g) issued by the Texas Comptroller of Public Accounts on December 15, 2025, for federal compliance monitoring services supporting the State Energy Conservation Office's State Energy Program: Infrastructure Investment and Jobs Act Energy Efficiency Revolving Loan Fund Program. The addendum amends the original RFP to specify a maximum contract amount of $750,000 and modifies key proposal requirements and submission procedures. Respondents must submit proposals by January 28, 2026, with anticipated contract execution on April 28, 2026, and service commencement on April 29, 2026. The initial contract term runs through April 29, 2028, with potential renewal through June 30, 2029. The addendum eliminates Section 3.4 regarding limitations for indirect costs and deletes Attachment O (Allowable Reimbursements for Indirect Costs) from the original RFP, replacing the original Exhibit B (Execution of Proposal) with an updated version that includes comprehensive representations and warranties required of all respondents.
The successful respondent must provide a minimum 10 percent match that meets the criteria established in 2 CFR 200.306(e), and volunteer hours used as match must be calculated using either the firm's publicly stated rate or a rate at or below the average rate charged for that professional employee category. The successful respondent and all subcontractors must register and maintain active status in the System for Award Management (SAM.gov) with a Unique Entity Identifier before entering into any contractual relationship. Respondents must complete Exhibits F (Information Worksheet) and G (Mandatory Price Sheet) to be considered for award, and must sign and return the Acknowledgement of Receipt of Addendum No. 1 with their proposals; failure to submit a signed acknowledgement may result in disqualification. The updated Exhibit B execution form requires extensive certifications addressing conflict of interest, compliance with federal and state law, debarment status, child support obligations, human trafficking prohibitions, and various Texas Government Code requirements including restrictions on boycotting Israel and energy companies, non-discrimination against firearm entities, and prohibitions on requiring COVID-19 vaccination verification.
