About this file
This is Addendum No. 2 to RFP 240g issued by the Texas Comptroller of Public Accounts on January 13, 2026, amending the Request for Proposals for Federal Compliance Monitoring Services for the State Energy Program: Infrastructure Investment and Jobs Act Energy Efficiency Revolving Loan Fund Program. The addendum updates the Anticipated Schedule of Events, with the RFP issuance on November 25, 2025, written questions due by December 10, 2025 at 2:00 p.m. Central Time, official responses to questions posted by December 17, 2025, proposals due February 18, 2026 at 2:00 p.m. Central Time, and contract execution and commencement of services anticipated for April 29, 2026. Late proposals will not be considered. The addendum establishes that interested parties are responsible for periodically checking the Electronic State Business Daily for updates prior to proposal submission, and failure to do so does not release successful respondents from compliance with addenda requirements.
The maximum contract amount is $750,000.00. The addendum requires successful respondents and all subcontractors to register and maintain active status in the System for Award Management database with a Unique Entity Identifier throughout the contract period, with annual registration updates required. Respondents must complete Exhibit F: Information Worksheet and Exhibit G: Mandatory Price Sheet to be considered for award. The addendum deletes Attachment N (Sample Match Letter) from the Sample Contract and removes all related references. Respondents must sign and return an Acknowledgement of Receipt of Addendum No. 2 with their proposal; failure to submit this signed acknowledgement may result in proposal disqualification.
