About this opportunity

The Austin Independent School District (AISD) in Travis County, Texas issued a Request for Proposals on March 7, 2026 for a comprehensive Employee Assistance Program (EAP) with a proposal due date of April 1, 2026. AISD seeks qualified firms, vendors, or contractors to provide EAP services to approximately 11,087 benefit-eligible employees, including full-time employees and variable employees working 30 or more hours per week under the Affordable Care Act, with an effective contract date of July 1, 2026. The EAP must deliver counseling and mental health support services including up to four, six, or eight counseling sessions per issue annually; 24/7 toll-free counseling access; work-life, legal, and financial services; onsite critical incident response capabilities; a full-time onsite counselor at $118,000 annually; dedicated account management; 45 hours annually of worksite educational seminars; multilingual services (including Spanish); and quarterly performance reporting. Proposers must demonstrate experience serving large employee populations, provide detailed service descriptions addressing service delivery methods and crisis intervention capabilities, submit staffing qualifications and references from comparable clients, and include pricing on a per-employee-per-month (PEPM) basis with clear cost breakdowns for core services and optional add-ons. Evaluation criteria include service quality, vendor experience, pricing competitiveness, ability to meet district-specific accessibility requirements, coordination with existing wellness initiatives, and compliance with state and federal privacy and data security regulations. The contract will be for one year with potential renewal options negotiable based on performance.

AISD encourages participation from small, local, minority-owned, and women-owned businesses and offers preference consideration for vendors with principal places of business or employment within Texas. All vendors must comply with the district's purchasing and acquisition policies, including restrictions on vendor communications with district decision-makers during the restricted contact period, and must certify non-boycott of Israel. The current incumbent vendor is ComPsych/Revive, which provides services under the GuidanceResources platform at $1.05 PEPM ($139,696.20 annually) with an 18-month rate guarantee and no commissions; this serves as the baseline for evaluation and proposed vendors must demonstrate integration capability with or transition from this existing infrastructure. Vendors must confirm readiness to execute an agreement within 30 days of award and complete all required forms, including W-9 tax identification documentation. All contracts must be submitted to AISD's Contract and Procurement Services office located at 4000 South IH-35 Frontage Road, Austin, Texas 78704. The anticipated contract value ranges from approximately $139,696 to higher amounts depending on the service model selected (4, 6, or 8 sessions) and any optional add-on services chosen by the district.
