About this file

This is a Request for Proposal workbook attachment for Austin Independent School District (AISD) seeking an Employee Assistance Program (EAP) vendor to serve approximately 11,087 benefit-eligible full-time employees and variable employees working 30+ hours per week under the Affordable Care Act, with an effective date of July 1, 2026. Proposers must submit responses using AISD's standard template and include an Executive Summary. The district will evaluate proposals based on three service models: 4-session, 6-session, and 8-session options, with the authority to select any model for award. All workbook pages must be completed and returned with proposals. Vendors must confirm readiness to execute an agreement within 30 days of award. The current incumbent is ComPsych/Revive, whose 2025 plan design serves as the baseline for evaluation.

Pricing is presented on a per-employee-per-month (PEPM) basis, with the current ComPsych offering at $1.05 PEPM ($139,696.20 annually) and an 18-month rate guarantee with no commissions. Core service requirements include a full-time onsite counselor at $118,000 annually, toll-free counseling, work-life/legal/financial services, onsite critical incident response (10 hours per event at no charge with $265 per additional hour), dedicated account management, 45 hours annually of worksite educational seminars, and quarterly reporting. Vendors must provide a network of properly licensed contracted providers, call center performance metrics, CIR processes and billing procedures, multilingual services (specifically Spanish), and routine marketing and member outreach. Performance guarantees address implementation readiness, phone service standards including first call resolution and abandonment rates, and member satisfaction metrics.
