About this opportunity

The Town of Greenwich, New York, issued a Request for Proposals on May 8, 2026, seeking qualified real estate professionals to provide Comparative Market Analysis (CMA) services for HOME-assisted residential properties. The submission deadline is May 29, 2026, with proposals to be submitted in PDF format to grants@flatleyread.com, and questions must be submitted by May 22, 2026. The scope of services requires vendors to research and produce CMAs for single-family and manufactured home properties to determine after-rehab values (ARV) consistent with HUD HOME program guidelines, including comparable recent sales analysis, active listings, market adjustments, local market trend commentary, and statements of assumptions and data sources. Deliverables include one signed CMA report with comparables, analysis, and ARV conclusions, supporting data files (MLS printouts, public records, maps), and electronic PDF and hard copy versions as requested. Qualified vendors must be licensed real estate agents or brokers with demonstrable CMA experience, or licensed/certified appraisers when requested, with familiarity with HUD HOME after-rehab value limits. Standard turnaround time for initial CMAs and revisions is seven business days, with expedited three-day turnaround available upon request. Evaluation criteria weight qualifications and experience at 35 percent, quality of sample CMAs and methodology at 30 percent, price and cost reasonableness at 20 percent, turnaround capacity and responsiveness at 10 percent, and MWBE participation and local outreach at 5 percent, with award determined by responsible and responsive offeror whose quote is most advantageous rather than necessarily the lowest price.

The Town encourages Minority-Owned Business Enterprise (MWBE) and Service-Disabled Veteran-Owned Business (SVDOB) vendors to bid on this opportunity. The municipality reserves the right to award multiple contracts from this RFP and will maintain a qualified vendor program list for three years with subsequent work orders issued by rotation, lowest responsible bid, or other specified methods. All vendors must disclose any actual or potential conflicts of interest and are subject to HUD debarment list verification and federal conflict of interest regulations. Payment terms require vendors to submit invoices with reports, with payments issued within 60 days of approved invoices; vendors must accept these 60-day payment terms. No specific award value or budget range is provided in the RFP documentation, and no incumbent vendors or current contractors are identified.
