About this file
This Request for Proposals is issued by the Town of Greenwich, New York, seeking qualified real estate professionals to provide Comparative Market Analysis (CMA) services for HOME-assisted residential properties. The RFP was issued on May 8, 2026, with a submission deadline of May 29, 2026. Proposals must be submitted in PDF format to grants@flatleyread.com. Questions regarding the RFP must be submitted by May 22, 2026, with answers shared with all prospective bidders. The scope of services requires CMAs for HOME-assisted properties program-wide, including research and production of ARV determinations for single-family and manufactured homes, comparable sales analysis, market trend commentary, timely initial responses and revisions within specified turnaround times (standard seven business days, expedited three business days), and availability for telephone or virtual consultation with project managers. Deliverables include one signed CMA report with comparables, analysis, and ARV conclusion, supporting data files (MLS printouts, public records, maps), and electronic (PDF) and hard copy versions as requested. The municipality reserves the right to award multiple contracts from this RFP, reject any or all proposals, waive informalities, and negotiate final terms with selected vendors.
Qualified vendors must be licensed real estate agents, brokers, or appraisers with demonstrable CMA experience and familiarity with HUD HOME after-rehab value limits. The Town encourages MWBE and SVDOB vendors to bid. Evaluation criteria weight qualifications and experience at 35 percent, quality of sample CMAs and methodology at 30 percent, price and cost reasonableness at 20 percent, turnaround capacity and responsiveness at 10 percent, and MWBE participation and local outreach at 5 percent. Award will be to the responsible, responsive offeror whose quote is most advantageous based on evaluation criteria, not necessarily the lowest price. The municipality will maintain a qualified vendor program list for three years and issue subsequent work orders by rotation, lowest responsible bid, or other specified methods. Payment terms require invoices to be submitted with reports, with payments issued within 60 days of approved invoice; vendors must accept these 60-day payment terms. Vendors must disclose any actual or potential conflicts of interest and are subject to HUD debarment list verification and federal conflict of interest regulations.
