About this opportunity

The City of Stone Mountain, Georgia, in collaboration with the Department of Community Affairs Historic Preservation Division (HPD), is seeking a qualified consultant to conduct a comprehensive historic resources survey of approximately 438 landmark parcels within the city limits. The survey will reassess 255 properties from a 1993 survey and 132 properties from a 2009 survey, focusing on buildings, structures, sites, and objects constructed before 1985. Key deliverables include a final survey report, maps, and GNAHRGIS entries, with specific milestone deadlines: 25% data entry by March 15, 2026, 75% by July 15, 2026, first draft due October 1, 2026, and second draft by December 1, 2026. The final submission is due by March 1, 2027, at 2:30 PM. Proposal requirements mandate five printed copies and one USB, with documentation of consultant qualifications, project team information, proposed schedule, and current project commitments. The selection committee will comprise two City Historic Preservation Commission members, two City staff members, and one County representative, with final approval from the Mayor and City Council. Required consultant qualifications include SAM.GOV registration, Unique Entity Identifier (UEI) number, expertise in American architectural history, experience with historic resource research, familiarity with Georgia's historic resources and GNAHRGIS procedures, and strong writing and digital photography skills.

The procurement appears to be open to all qualified consultants without specific set-aside designations or restrictions for disadvantaged enterprises. Funding for the project is provided through a grant from the Historic Preservation Fund, administered by the National Park Service and the Georgia Department of Community Affairs Historic Preservation Division. While no specific budget range is explicitly stated, the comprehensive nature of the survey and the detailed reporting requirements suggest a substantial project scope. All deliverable materials, including the final report, maps, and ArcGIS geodatabase files, will become the property of the City of Stone Mountain, with perpetual, nonexclusive licenses granted to HPD and the National Park Service. The city reserves the right to accept the most qualified proposal and may conduct negotiations with responsive consultants within the competitive range. The project requires strict adherence to the Secretary of the Interior's Standards for Archaeology and Historic Preservation and the Georgia Historic Resources Survey Manual, indicating a rigorous and professional approach to historical documentation.
