About this opportunity

The Oregon Health Authority is requesting proposals for a System of Care fiscal assessment under RFP 6251 (OregonBuys S-44300-00016445), with proposals due August 18, 2026 at 3:00 PM PST. The scope is to inventory and assess federal, state, and local funding streams serving youth ages 0–25 with complex behavioral health needs, identify funding allocation gaps and misalignments, and recommend opportunities to align funding models with SOCAC's 2026–2029 strategic vision.

Proposers must demonstrate minimum qualifications: at least five years of public finance experience across behavioral health, intellectual/developmental disability, child welfare, juvenile justice, and special education systems; demonstrated experience in state or national fiscal assessment and planning; baseline System of Care model knowledge; and a bachelor's or master's degree in accounting, finance, public administration, or related field, with preference for CPA or Certified Governmental Financial Manager credentials. The Oregon Health Authority encourages participation of Oregon-certified disadvantaged, minority-owned, women-owned, service-disabled veteran-owned, and emerging small businesses; proposers must complete and submit a Certified Disadvantage Business Outreach Plan identifying subcontracting opportunities with these firms.

Key deliverables include discovery meetings with the Investment and Finance Committee, a comprehensive assessment report with findings and recommendations, and regular updates to SOCAC. The maximum contract value for the initial 15-month term is $350,000, with options to renew for a cumulative maximum of three years, contingent on available funding. The contract is subject to Oregon state law and OHA retains the right to terminate for convenience with 30 days' notice or immediately if funding is not received.

Technical evaluation (120 points) weights experience at 35 points, letters of support and work samples at 20 points each, project implementation plan at 15 points, project timeline and key personnel qualifications at 10 points each, and executive summary at 10 points. Price scoring awards 15 points to the lowest proposer, 10 to the second lowest, and 5 to the third lowest. Notice of Intent to Award is anticipated September 3, 2026.
