About this opportunity
The District of Columbia Government, through its Department of General Services (DGS), is issuing a Request for Proposal (RFP) for comprehensive Property Management Services at Duke Ellington School of the Arts, located at 3500 R Street, NW, Washington DC. The procurement seeks a single qualified contractor to provide facility Operations, Maintenance and Repair Services (OM&R) for the approximately 265,000-square-foot school facility. Key deliverables include managing all aspects of property maintenance, repairs, energy management, safety, and regulatory compliance across five building floors. The contract will have a base period from the award date through September 30th of the respective fiscal year, with options to extend for up to four additional one-year periods, not exceeding a total of five years. The RFP was released on February 28, 2025, with a pre-proposal conference scheduled for March 21, 2025, and proposals due on June 2, 2025, at 10:00 a.m. EST. A site visit was conducted on May 28, 2025, with 20 potential bidders in attendance, and contractors will be expected to provide comprehensive facility management services in accordance with District of Columbia's Department of General Services Standard Contract Provisions.
The contract is designated as a Certified Business Enterprise (CBE) set-aside, requiring at least 35% of the contract's dollar volume to be subcontracted to qualified small business enterprises. Contractors must be certified by the Department of Small and Local Business Development (DSLBD) as a CBE at the time of proposal submission, with joint ventures excluded from participation. The estimated contract value includes a base period and four option years, with a supplemental time and material services allowance of $250,000 per period. Pricing will be structured with firm-fixed monthly service rates and direct labor hourly rates for basic and supplemental services. Wage requirements are stringent, with the Living Wage Act mandating a minimum wage of $17.50 per hour (increasing to $18.00 per hour on July 1, 2025) for employees working on the contract. The contract will also require compliance with U.S. Department of Labor Wage Determinations, which provide specific hourly rates for various job classifications. The major equipment list indicates a complex facility with over 300 pieces of sophisticated HVAC, plumbing, and mechanical systems from manufacturers like Daikin, Greenheck, AAON, and Zurn, which the successful contractor will be responsible for maintaining.
