About this opportunity

The State of Oregon's Alcohol and Drug Policy Commission, in partnership with the Oregon Health Authority, is issuing a Request for Proposal (RFP #6223) for an all-payor claims analysis contractor to update and develop comprehensive analyses and reporting on Oregon's Substance Use Disorder Continuum of Care. The procuring agency seeks a subject matter expert in data analytics to generate annual claims analyses using the Oregon Data Collaborative All Payer Claims Database, develop methodology comparing 2016-2023 data, and deliver comprehensive reports on the SUD continuum covering primary prevention, risk reduction, treatment, and recovery support services. Key deliverables include designing analyses through an iterative collaborative process with the ADPC team that increase the Commission's understanding of services delivered across the continuum, with findings presented in formats agreed upon with ADPC. Required qualifications mandate that key team personnel collectively possess a minimum of five years' experience working with Medicaid and/or commercial healthcare claims data at a state level, a minimum of two years' experience with Oregon's All Payer All Claims Database, and demonstrated familiarity with Oregon's Medicaid and commercial health insurance market related to alcohol and drug treatment. The evaluation criteria allocate points as follows: executive summary (15 points), project implementation plan (40 points), project timeline (15 points), experience (25 points), work samples (25 points), key personnel qualifications (30 points), and price proposal (15 points for lowest bid, 10 for second lowest, 5 for third lowest). Proposals must be submitted through the OregonBuys electronic procurement system by April 28, 2026, at 5:00 p.m. Pacific Time, with technical proposals limited to 20 pages. Questions and requests for clarification must be submitted by April 7, 2026, with answers issued by approximately April 14, 2026, and the Notice of Intent to Award is anticipated by May 26, 2026.

The State encourages participation of small businesses certified by the Oregon Certification Office for Business Inclusion and Diversity, including minority-owned businesses (MBE), woman-owned businesses (WBE), service-disabled veteran-owned businesses (SDV), and emerging small businesses (ESB), though no formal set-asides are specified. All proposers must provide a Certified Disadvantaged Business Outreach Plan describing steps to solicit certified firms for subcontracting opportunities and identifying potential subcontracting opportunities with estimated dollar values if awarded. Proposers must also certify compliance with multiple statutory requirements, including non-discrimination in employment and subcontracting practices, tax law compliance, wage equality standards, and prevention of sexual harassment and discrimination for contracts anticipated to exceed $150,000. The initial 12-month contract term carries a maximum not-to-exceed value of $125,000, with an intent to renew annually up to a cumulative maximum of five years contingent upon funding availability and ADPC performance satisfaction. The contractor must maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate) and Workers' Compensation insurance, and comply with all federal, state, and local laws. The contract is contingent upon the State receiving sufficient appropriations and permits termination at ADPC's discretion for convenience with 30 days' notice or immediately if funding is unavailable or federal/state law changes prohibit performance.
