About this opportunity
The California Department of State Hospitals is issuing a Request for Information (RFI 25-78014-000) to assess marketplace capacity and build a bidder pool for social support services to Sexually Violent Predator Conditional Release Program clients, with RFI responses due June 30, 2026. This is market research, not a competitive solicitation, and RFI responses will not factor into evaluation of future procurement bids.
Respondents must be California-licensed Medical Corporations with minimum five years' experience in mental disorder diagnosis and treatment, including specific expertise in sex offender risk assessment and forensic evaluation. Minimum staffing requires board-certified or licensed psychiatrists and clinicians, at least one medical doctor for psychiatric care and medication administration, minimum five years' experience in forensic assessment and treatment of high-risk sex offenders, and minimum two years' experience with court and legal stakeholder communication. The contractor must provide 24/7 emergency contact capability and clinical services during normal business hours (8 a.m. to 5 p.m., Monday through Friday).
Services encompass forensic individual contacts, group therapy, home visits, substance abuse screening, polygraph assessments, surveillance activities, collateral contacts, court reporting, and community safety team participation. Frequency and duration vary by care level (Intensive, Supportive, or Transitional). Service delivery may be structured by county, geographical region, or statewide. Submissions are limited to five pages and must address minimum qualifications, service delivery capacity, and structured cost estimates for the proposed service area. Questions are due June 5, 2026, with DSH answers returned by June 19, 2026. DSH will not reimburse respondents for RFI preparation costs, and RFI responses are subject to the California Public Records Act. DSH retains sole discretion to decline consideration of any response.
