About this opportunity
The California Health and Human Services Agency (CalHHS) has issued RFI 2026-774-CHHS seeking vendor input on implementation services for 988 and the Behavioral Health Crisis Continuum, with clarification questions due November 13, 2026 and responses due December 4, 2026.
This is an information-gathering exercise, not a binding solicitation or contract offer. CalHHS will use responses to gauge marketplace capability and to inform a future procurement methodology and statement of work. The RFI establishes no pricing terms, contract amounts, or funding sources. Vendors respond from experience with comparable initiatives because the RFI data is not sufficient for detailed costing. Responses become public records under the California Public Records Act.
The RFI poses eight questions covering 911-988 transfer protocols, sustainable funding strategies for mobile crisis services, governance and advisory group management, stakeholder engagement, lessons learned from other states, scope of work development, annual reporting procedures, and data sharing agreements. CalHHS seeks vendors with demonstrated expertise in crisis system implementation, project management, facilitation, and coordination, with particular emphasis on equity and accessibility for underserved populations, tribal engagement, managed care systems, and innovative funding such as Certified Community Behavioral Health Clinics.
Submissions go to Faisal Aziz at Faisal.aziz@chhs.ca.gov and must include a signed cover letter on company letterhead, primary contact information, and both PDF and native Word formats. The RFI was released October 26, 2026.
