About this opportunity
The California Governor's Office of Emergency Services is conducting an RFI to survey vendors for a Firefighting Resource Mobilization Platform capable of transforming statewide Fire & Rescue resource ordering and mobilization, with responses due July 29, 2026 at 5:00 PM PST and selected vendors invited to product demonstrations on August 13–14, 2026.
The platform must leverage automation, artificial intelligence, machine learning, predictive analytics, and advanced logistics to accelerate ordering, approval, mobilization, and tracking of all-hazard firefighting resources while supporting Executive Order N-1825. The RFI scope encompasses intelligence aggregation, decision support, resource recommendation, configurable California rules, automated availability management, logistics orchestration, digital twin modeling, and qualification tracking. The platform must integrate seamlessly with the Interagency Resource Ordering Capability (IROC) and the Integrated Reporting of Wildfire Information (IRWIN), while maintaining transparency, auditability, and human override capabilities. User experience must span mobile, tablet, and desktop platforms. Cybersecurity and resiliency measures are required.
Cal OES seeks solutions that measurably improve speed, accuracy, transparency, efficiency, and operational effectiveness while preserving established command structures, operational authorities, and mutual aid principles. Respondents should address company overview, relevant emergency and wildfire experience, AI and predictive capabilities, resource management and logistics optimization, GIS integration, cybersecurity approach, governance recommendations, implementation timeline, cost considerations, pilot program recommendations, and California-specific deployment considerations.
The last day to submit questions is July 23, 2026 at 12:00 PM PST, with responses released by July 27, 2026. Invitations to product demonstrations will be sent by August 3, 2026. Responses must be submitted electronically to Flora Karami, IT Contract Analyst, at ITContracts@caloes.ca.gov. All responses will become public records under the California Public Records Act. The State has no obligation to issue a contract or solicitation as a result of this RFI, and all response costs are the vendor's responsibility.
