About this opportunity

The Oregon Health Authority is soliciting applications under Request for Grant Application HB4045 (RFGA 6287) for seed grants to plan and develop Hospital-Based Violence Intervention Programs outside Multnomah County and existing geographic catchment areas, with applications due November 6, 2026 at 3:00 p.m. PST through OregonBuys. Eligibility is limited to nonprofit organizations providing culturally responsive services to violence-impacted communities, coalitions with nonprofit fiscal agents, and health systems with emergency departments or urgent care facilities in Oregon counties other than Multnomah.

Grants fund partnerships between community-based organizations and health systems, and they may support staffing, planning, training and certification of peer messengers, and organizational capacity building. Applicants select Track 1 (Readiness and Capacity Development) or Track 2 (Implementation Planning). Awardees join a statewide learning community with monthly meetings and must participate in program evaluation, including midpoint financial and progress reports due February 28, 2027, and final reports. Awardees must maintain commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability insurance of $1,000,000 combined single limit, and registration with the Oregon Secretary of State Business Registry.

OHA has approximately $701,478 available and anticipates funding up to 10 grant awards. The grant cycle runs December 1, 2026 through June 2027. Applications are scored on a 100-point matrix covering organizational proposal response, community need, national best practices adherence, geographic area served, plan to certify violence prevention professionals, language access, and budget alignment. Evaluation runs November 12–17, 2026, with applicant notification by November 20, 2026. Applicants must submit a firm offer valid for 90 days after the closing date, and applicants with an anticipated contract price of $150,000 or more must certify written policies preventing sexual harassment, sexual assault, and discrimination. Attachments include the application, a budget template, a sample grant agreement, and an applicant certification form.
