About this opportunity

San Bernardino County Department of Public Health is requesting qualifications from nonprofit organizations, community-based organizations, and healthcare providers to deliver sexually transmitted infection and Hepatitis C virus prevention and control services, with applications due June 25, 2026 at 5:00 p.m. through the County's ePro system. The County will embed a Communicable Disease Investigator at selected applicants' facilities to provide sexual health education, conduct sexual history investigations, facilitate linkage to care and treatment, and implement prevention strategies.

Priority populations are youth aged 14–24, women of childbearing age 15–49, LGBTQ+ individuals, intravenous drug users, recently incarcerated individuals, and low-income or unhoused populations. Applicants must be registered in ePro and submit completed qualification applications demonstrating experience serving these populations within San Bernardino County.

The contract period runs from July 1, 2026 through June 30, 2028, with potential extension for up to three additional one-year periods contingent on fund availability and performance. The County provides no cost to selected applicants; services are an in-kind contribution. Selected applicants must provide onsite workspace, electronic health record system access, HIPAA-compliant interview areas, and maintain general liability insurance with $1 million minimum limits and professional liability coverage. All personnel must complete background checks and comply with federal and state regulations.

Evaluation weights qualifications and experience at 70 percent and technical review criteria at 30 percent. Technical review covers demonstrated service capacity, understanding of County needs, scheduling, quality control, and risk management. The County reserves the right to select multiple qualified applicants, conduct interviews, or request best and final offers. Applicants must certify they have no unsatisfactory performance history with the County in the preceding 24 months. Amendment 1 to the RFQ was issued May 25, 2026 and modifies terms in the base solicitation; prospective applicants must review both documents.
