About this opportunity

The Madison Metropolitan School District (MMSD) is seeking bids for a new Mercury Marine ELPT Four Stroke Motor 115HP for its MSCR Pontoon Boat Program, a community initiative providing lake outings to Madison-area residents. The procurement requires a motor with specific specifications, including a 20-inch shaft, aluminum propeller suitable for a 30-foot pontoon boat, XHD battery, and fuel line. Bidders must provide a comprehensive proposal that includes the motor, installation on a pre-rigged pontoon boat, and a trade-in valuation for an existing Mercury Marine 115HP CT motor with 1246.3 hours and a warranty extending to April 2020. The bid submission deadline is February 28, 2020, at 2:00 PM CST, with requirements for one original and two additional copies of documentation. Evaluation criteria will focus on unit pricing, reflecting Mercury Marine Government Sales program discounts for public entities, and will consider both the new motor's unit price and installation costs alongside the proposed trade-in allowance.

The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises, though non-exempt vendors must comply with affirmative action and equal employment opportunity requirements. Vendors must submit certification regarding debarment, suspension, and voluntary exclusion. The District reserves the right to reject any or all bids and negotiate terms before finalizing an agreement. All equipment must be warranted against defects for one year from receipt, with manufacturer's standard warranty serving as a minimum baseline. While a specific budget range is not disclosed, the procurement is for a single pontoon boat motor replacement. The contract will be awarded to the lowest responsive and responsible bidder meeting MMSD's criteria, with the District maintaining flexibility in the final selection process. Communication regarding the bid should be directed to Mick Howen, Director of Administrative Services, with contract administration handled by Emily Peffer, Recreation Specialist for Experiential and Environmental Programs.
