About this opportunity
The Oregon Department of Human Services (ODHS), Office of Child Welfare Programs, is seeking qualified Child Caring Agency (CCA) providers to deliver planned and crisis Respite Care Services for children and young adults ages 5-17. The primary objective is to stabilize children in familial settings or Behavioral Rehabilitation Services (BRS) placements and prevent them from entering higher levels of care. Specific service requirements include providing crisis respite within 24 hours and planned respite within 5 days, with services limited to 8 days per month per child (potentially extending to 14 days with approval). Applicants must be licensed CCA providers with proctor foster care capabilities, fully certified and trained proctor foster families, and the ability to deliver gender-responsive, culturally-sensitive, and developmentally-appropriate services. The RFA requires applicants to submit comprehensive budgets, demonstrate relevant policies and procedures, and outline their capacity to serve no more than five children per home. Applications were due monthly on the last Thursday by 3:00 PM Pacific Time, with a pre-application conference held on April 21, 2022, and the original RFA closing date set for January 25, 2023.
The procurement does not specify explicit set-aside designations for disadvantaged enterprises. However, ODHS anticipates reimbursing overnight respite care at rates ranging from $120-$170 per night for basic diversion respite and $200-$240 per night for proctor stabilization respite. The department planned to award multiple contracts with an initial term until December 31, 2022, and potential for renewal. Applicants must demonstrate the ability to support children with specialized needs and include additional services and support in their budget proposals. Notably, the RFA was ultimately canceled due to a lack of received applications, as documented in Amendment #4, which cited Oregon Revised Statute 279B.100 allowing the state to reject applications or cancel the RFA if it is in the best interest of the State of Oregon. The state explicitly stated that neither Oregon nor any state agency would be liable for any losses or expenses resulting from the RFA's cancellation.
