About this file
This document is Amendment #3 to a Request for Applications (RFA) issued by the Oregon Department of Human Services (ODHS) for Child Caring Agency (CCA) Proctor Respite Care Services (Bid Number S-10000-00001833). The amendments revise terminology, clarify requirements, and provide additional details on the types of respite care services sought, including planned and crisis basic diversion respite care as well as planned and crisis proctor stabilization respite care for children and young adults in Behavioral Rehabilitation Services (BRS) settings. The services can be provided in proctor foster homes, certified resource family homes, or an alternative site for hourly respite care. Applicants must be CCA-licensed foster care agencies with certified proctor foster families and staff. ODHS anticipates reimbursing overnight respite care at rates ranging from $120-$170 per night for basic diversion respite and $200-$240 per night for proctor stabilization respite.
The budget submitted by applicants must outline the anticipated number of children served and the cost of both hourly and overnight respite care services. Applicants able to support children and young adults with specialized needs may include those additional services and support in their budget. ODHS seeks to broaden the continuum of planned and crisis respite care services to help stabilize children and young adults and prevent them from entering higher levels of care by maintaining their current placements.

2.3.2 There are two types of Respite Care Services that ODHS is seeking to contract for. Primarily, ‘basic diversion respite’ is for Children In Home or placed in a Certified Resource Family demonstrating behaviors that may indicate a need for a Behavioral Rehabilitation Services (BRS) placement if support is not provided. The goal of Respite Care is to prevent disruption into a BRS level of care. The second type of Respite Care service, ‘proctor stabilization respite’ is for Children currently placed in a BRS program (either residential facility or proctor home) needing time away from the milieu to support stability and ongoing engagement in treatment. Within each type of Respite Care service, both planned and crisis Respite Care support is requested. Additionally, planned and crisis Respite Care services includes both overnight as well as hourly respite care to meet the diverse needs of children and their caregivers. The goal of planned overnight Respite Care is to give the caregiver and Child intentional breaks from each other to avoid burn out so the placement can be supported and maintained.
