About this file

The document is a PowerPoint presentation for a pre-application conference hosted by the Oregon Department of Human Services (ODHS) Child Welfare Division for a Request for Applications (RFA) for Proctor Respite Care Services. The RFA seeks Applicants to provide planned and crisis respite care services to support children and young adults of all genders residing in family settings or Behavioral Rehabilitation Services (BRS) placements. The scope includes crisis respite within 24 hours of referral and 4-hour response, and planned respite within 5 business days, with an individualized respite plan if more than one episode. The RFA outlines challenges such as rates, certification, recruitment, and complex needs, as well as opportunities to create infrastructure, support existing respite needs, and leverage additional contracts.

The technical and proposal requirements include being a licensed Child Caring Agency, having fully certified and trained Proctor Foster families, serving no more than five children per home, and providing plans for safety, supervision, communication, and delivering services in a gender-responsive, culturally-sensitive, trauma-informed, and age/developmentally-appropriate manner. Applicants must submit a budget and demonstrate relevant policies and procedures.
